Status: Reg. Full-Time (Exempt) Location: 601 Buffalo Trail, Suite 110 Winnebago, Nebraska 68071 Job Purpose & Position Overview: Responsible for the oversight and management of the Winnebago Enrollment Program ensuring program compliance and excellent customer services. Work involves planning, organizing, and directing all aspects of the Enrollment Program ensuring compliance with Tribal Code, accurate record keeping and maintenance of membership database.

Work involves planning, organizing, and directing all aspects of the Enrollment Program ensuring compliance with Tribal Code, accurate record keeping and maintenance of membership database.
Specific Job Duties/Responsibilities:
- Demonstrates the Winnebago Tribe’s core mission, vision, and values.
- Supervise and oversee all program staff.
- Supervise and oversee all aspects of the enrollment process ensuring compliance with all applicable laws, tribal codes and regulations.
- Ensure all inquiries are responded to in an accurate and timely manner; and provided excellent customer service.
- Review and approve all processed applications for accuracy and eligibility.
- Maintain communication with BIA Enrollment records office, entering accurate records on BIA computer database.
- Work in cooperation with the Enrollment Committee to evaluate and assess all enrollment applications and assist with all necessary meeting items.
- Responds to requests from federal agencies and other tribes to verify enrollment of tribal members including but not limited to FBI, ICWA, various courts, health facilities/hospitals, and human services offices.
- Develop and oversee the annual operating plan and budget to ensure the goals and objectives are met; and directly responsible for making any budget or program modifications.
- Maintain up to date computer database of all enrolled Tribal Members for use by the Enrollment Department as well as other departments requiring statistical information.
- Assist with processing all necessary information to relevant agencies requesting any required or needed information including all tribal and non-tribal entities.
- Sort information from within computerized database and provide as requested regarding family tree research, ICWA court requests and other tribal program requests or personal requests for information (Credit, Burial, JOM, Head Start, Higher Education, Personnel, WIN, and Gaming Commission etc.)
- Completes all required data and paperwork for processing and distribution payments.
- Enter payments into database and maintain cumulative records.
- Manage and maintain an up-to-date list of enrollees who have reached or pending the age of eighteen years old.
- Enter all new enrollees to the tribal roll ensuring timeliness and accuracy.

- Bachelor's degree is preferred.
- A minimum of 2-3 years of experience in Tribal Enrollment records management.
- Must have excellent interpersonal and communication, supervisory, leadership and management skills.
- Basic computer knowledge, experience with Microsoft Word, Excel, and Access.
- Accurate typing at 45 WPM with excellent verbal and writing skills.
- Basic knowledge of mathematics with the ability to calculate fractions and statistical data.
- Basic knowledge of office organizational skills.
- Must have a valid driver’s license and must meet driver’s eligibility guidelines.
- Must have the ability to maintain strict confidentiality due to the personal nature of the information received and processed of applicants and enrollees; know the confidentiality Act and Privacy Act.
- Must have the ability to deal tactfully and courteously with the public and be able to communicate effectively.
- Bachelor's degree is preferred.
- Supervise a staff of 4-5.
- Must be willing to attend meetings and trainings as requested.
- Normal to light office work which includes the ability to lift up to 10 lbs.
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
- While performing daily duties, the employee is regularly required to talk and listen.

- Must possess the ability to read, write, and speak the English language fluently.
