This position performs a variety of functions and technical support associated with the development and implementation of Public Works operations, maintenance, E911 Coordination, and infrastructure expansion and improvement projects, such as, design, mapping, drafting, regulatory compliance, and in support of maintaining Public Works system records.

Major Duties

  • Performs technical design drafting utilizing the current version of AutoCAD Civil 3D to create project plans using data collected from the field and designs engineering documents for construction of city projects.

  • Monitors and utilizes work order system ensuring system record updates are made.

  • Assists with field investigations to capture locations/conditions of infrastructure into system records.

  • Updates and maintains variety of display maps for the city and/or public use such as street maps, voting district maps, flood maps, garbage/trash pickup recycle maps, historic maps, transportation maps, road maintenance maps, ADA sidewalk compliance, etc.

  • Assists with preparing material takeoffs, cost estimates and other construction related information for proposed improvement projects.

  • Prepares construction specifications and drawing details for civil and architectural projects for engineering review.

  • Prepares legal descriptions of easements, rights-of-way, and properties to be bought or sold by the city; assists survey crew by providing specific information needed for the collection of field data.

  • Using AS400 and/or other software, reviews or assigns addresses for commercial and residential properties, cell towers, fire hydrants, power poles, meters, intersections, pumping stations, and signs; enters, updates, and maintains a variety of geographic data; resolves addressing problems and issues, within the city limits of Dothan.

  • Performs site visits of design projects during and after construction.

  • Performs related duties.

  • Knowledge of the methods, technology, equipment, and material used in construction projects.

  • Knowledge of street, traffic and stormwater systems operations and maintenance principles.

  • Knowledge of the occupational hazards associated with the work.

  • Knowledge of department and city policies and procedures.

  • Skills in computer and job-related software programs.

  • Skill in conducting and recording site inspections.

  • Skill in the operation of AS400, Arc GIS Pro and AutoCAD Civil 3D software.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.

  • Skill in the analysis of problems and the development of solutions.

  • Skill in establishing and maintaining effective working relations.

SUPERVISORY CONTROLS

The Assistant Public Works Director, Engineering Services Manager, Civil Engineer, and/or Engineering Designer III assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of results.

GUIDELINES

Guidelines include city codes and ordinances, ADA requirements, MUTCD guidelines, EPA, ADEM, architectural graphic standards, ALDOT specifications, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of various design and technical duties. The unique nature of each property contributes to the complexity of the position.

  • The purpose of this position is to perform technical duties in support of Public Works engineering functions. Successful performance contributes to a well-maintained and regulatory compliant City infrastructure.

  • Contacts are typically with co-workers, city personnel, architects, engineers, designers, builders, contractors, county employees, state employees, federal employees, and members of the public.
  • Contacts are typically to give or exchange information, to resolve problems, to provide services, and to justify matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to dust, dirt, grease, and machinery with moving parts.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

Minimum Qualifications

  • Graduation from an accredited* college or university with an associate degree in Computer Science, Engineering Technology, Engineering Graphics, Drafting, Geographic Information Systems, or technical related field; and

  • One (1) year recent experience in the field of public works design, GIS mapping, drafting, engineering, regulatory compliance, and/or construction administration and/or municipal/private utilities; and

  • One (1) year recent experience in civil design drafting, utilizing AutoCAD Civil 3D.

OR

  • Graduation from a standard senior high school or GED equivalent as recognized by the United States Department of Education (USDE) or Council for Higher Education Accreditation (CHEA); and

  • Four (4) years recent experience in the field of public works design, GIS mapping, drafting, engineering, regulatory compliance and/or construction inspection; and

  • One (1) year recent experience in civil design drafting, utilizing AutoCAD Civil 3D.

  • One (1) year recent experience with an Arc Map or Arc GIS pro preferred.

  • Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA).

NECESSARY SPECIAL REQUIREMENTS

  • Valid operator’s driver license and an acceptable driving record. (PBA 9/10/01)

  • An applicant in this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 08/13/12)

  • Must meet the City of Dothan’s employment physical standard, which includes drug/alcohol testing.
