Support the Emergency Preparedness (EP) function by preparing and conducting Emergency Response Organization (ERO) training drills/exercises; maintaining a cordial interface with internal and external organizations; developing and conducting training and evaluating ERO members; maintaining EP related documents and facilities in a current state of readiness.
PRINCIPAL ACCOUNTABILITIES
Conduct emergency drills and exercises in accordance with Energy Northwest, Oregon and Washington states, and participating county and federal requirements including controller/evaluator duties in area of responsibility. Ensure areas for individual and organizational improvement are identified through a thorough critique process. Implement actions as required to improve performance.
Interact and coordinate with off-site agencies to facilitate their support of the Energy Northwest ERO function and in support of the off-site agency’s emergency preparedness mission as it relates to Columbia Generating Station (CGS).
Perform administrative functions which may include addressing and managing corrective action process assignments and maintaining EP related documents and facilities in a current state of readiness.
Develop and conduct initial and advanced emergency preparedness training for assigned area of responsibility, including development of training materials consistent with a Systematic Approach to Training (SAT).
Conduct emergency drills and exercises as a controller/evaluator for emergency centers. Ensure areas for individual and organizational improvement are identified using a thorough critique process. Implement actions as required to improve performance.
Perform assigned EP functions (e.g., emergency center readiness evaluations, on-call emergency planner duties, self-assessments, and benchmarking activities).
Incumbents may be assigned specific areas of focus that will result in varying time allocations.
The primary area of responsibility for this position will be to perform EP planning functions for the Joint Information Center (JIC) and related interfaces with CGS Offsite Response Organizations (OROs).
REQUIRED EDUCATION AND EXPERIENCE
Requires a Bachelor’s degree in a Business Administration, Physical Science, Emergency Management, or Engineering related field from an accredited college or university AND eight years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security or emergency preparedness; OR Associate’s degree in a training, emergency management, or technical field from an accredited college or university AND ten years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security or emergency preparedness; OR a high school diploma or GED AND twelve years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security or emergency preparedness.
Current or prior RO/SRO may count for two years’ experience
DESIRED EDUCATION AND EXPERIENCE
RO/SRO License/Certification on a BWR/PWR. Bachelor’s degree in a Physical Science or Engineering is highly desirable. Working knowledge of Security Strategies and Force on Force activities as well as Addendum 5 and associated Nuclear Security regulations
Salary: $103,123 minimum to $128,904 midpoint, $154,685 career excellence
Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
