CLASSIFICATION TITLE: EMA DEPUTY DIRECTOR
PURPOSE OF CLASSIFICATION
Responsible for emergency management and disaster management. Identifies, evaluates, and establishes planning, development, and implementation of strategies for Jackson County and the nine municipalities within. This includes but not limited to mitigation, preparedness, response, and recovery. Works within the guidelines of state, federal and local government ordinances. Reports to the EMA Director and works with federal, state, and law enforcement agencies, other directors, emergency personnel, local elected officials, civic organizations, businesses, emergency management officials, and the public to provide emergency/disaster management services.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Coordinates and directs the overall planning, organization, control, and implementation of emergency management policies and procedures for Jackson County and the nine municipalities, including disaster preparedness curriculum and training programs.
Coordinates with community officials, the Emergency Management Director, and other department directors as necessary to ensure the effective administration of the emergency management program. Partner with the EMA Director in the establishment and management of the Local Emergency Planning Committee (LEPC), under the criteria established by the Environmental Protection Agency’s (EPA) SARA Title II program. Manages the development and updating of the LEPC Plan for the County.
Responds (24/7) to call-outs under both natural and manmade emergencies as a key leader in the management of EMA. Develop and/or maintain a County Wide Critical Facilities list, which includes shelters and key individual points of contact listing.
Inspects and maintains Emergency Operation Center (EOC) facilities and equipment of EMA Division in order to determine their operational and functional capabilities in emergency situations. Maintain 24/7 operations in the event of an emergency, disaster or training event scenario. Monitor the Hazard Mitigation Plan (HMP) and HMP Planning Committee Events.
Assist in the preparation of LEOP and SOP’s to ensure ability of the agency to respond to various types and degrees of disaster that may affect the community. Attends meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists. Participates in projects to support and improve government-wide disaster preparedness response.
Presents information to county/city staff as requested via staff meetings, formal or informal presentations, web-based education, email, training, etc.
Steps up and serves as the EMA Director in the event the EMA Director is out of town or unavailable.
Assists with short and long range planning and organizational development for the department; carries out supervisory and managerial responsibilities in accordance with County, State, Federal and departmental statues, policies, and procedures; assists in the formulation of a variety of rules, policies, and procedures for the operation of the department to ensure compliance with local, State and Federal laws, ordinances and policies.
Develops preparedness plans for various agencies and organizations to coordinate response efforts to emergency situations; ensures that all plans and standard operating procedures are in compliance with the Georgia Emergency Management Agency rules and regulations.
Assists the EMA Director with management of department personnel; supervises, guides and directs work activities; develops, administers, and implements personnel policy and procedures; oversees required training and certification activities; ensures EMA staff meet all State certification standards; oversees the selection, discipline and development of department personnel; acts on employee problems; provides approval for disciplinary actions, promotions, and salary issues.
Coordinates and maintains a group of volunteers that will respond to various medical and accidental emergencies County wide.
Ensures equipment is in place and ready to respond and warn citizens of dangerous conditions and appropriate measures for protection.
Conducts internal and external training sessions; coordinates the provision for external training programs and courses.
Performs related administrative and financial tasks for the department; seeks out and write grants to secure additional funds for the department; participates in providing budget recommendations; monitors budget expenditures during the budget year; prepares and approves required reports and records pursuant to local, State and Federal statutes and requirements; facilitates interagency meetings and panel discussions.
Answers inquiries from public officials, media, and the public regarding emergency management, potential threats to public security, and related division matters; conducts related multi-media presentations.
Provides advice and information to the Director of the nature and effects of various emergencies.
Operates a personal computer, CAD system, console radio, fax machine, copier, and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
ADDITIONAL FUNCTIONS
Responds to emergency situations as necessary; operates emergency apparatus and medical equipment in emergency response situations.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Must possess certification as a Georgia Certified Emergency Manager or obtain the certification within one year after employment. Have a minimum of five years of progressively responsible experience in emergency management, emergency communications, and emergency response functions with the ability to provide leadership and managerial guidance over all emergency service functions. Must have the ability to plan and direct related programs and personnel, direct the appropriate response to any emergency situation, and performs required managerial and financial responsibilities. Must possess, maintain, and/or obtain the required certifications as deemed necessary by the County Manager. Must possess and maintain a valid driver’s license with appropriate endorsement and satisfactory driving record.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Emergency response tasks may require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions. Emergency response tasks may require exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
