JOB SUMMARY:

The Early Learning Center (ELC) Center Director/OECP (Oklahoma Early Childhood Program)

Lead Teacher is responsible for the care, well-being, safety and education for a group of children.

The OECP Teacher creates and manages an attractive, warm and challenging learning environment for infants and toddlers, incorporating appropriate early intervention, learning and care activities which meet the needs of the group as well as those of individual children and families.

The OECP Teacher will implement the curriculum and assess the needs of each individual child, as well as assist each family in following the goals that they have set forth for themselves.

DUTIES AND RESPONSIBILITIES:

1. Knowledge of the DHS (Department of Human Services) Licensing Standards.

2. Ensure all DHS subsidy requirements for all sites are accurate, timely and completed.

3. Produce invoicing for reimbursements; CACFP (Child and Adult Care Food Program) subsidy allotment, private pay, etc. in a timely manner.

4. Develop and monitor the program budget; weekly, monthly, quarterly and yearly to ensure program cash flows.

5. Develop and collect in-kind as required by EHS-CC (Early Head Start-Child Care)/ Early Learning

Center partnership.

6. Actively participate in the recruitment of children.

7. Actively be involved in the community.

8. Hire center staff; ensuring licensing and EHS-CC/Early Learning Center partnership child/staff ratios are met, etc.

9. Schedule staff work hours and vacations.

10. Supervise the overall maintenance of a safe, clean and age appropriate environment.

11. Comply with codes of all state and local governing agencies, social services, fire, and health departments and comply with recommendations as a result of inspections.

12. Participate in renovation process and maintenance of facilities.

13. Ensure all centers meet ongoing licensing requirements.

14. Perform annual property inventory for all centers.

15. Complete annual performance appraisals for all staff.

16. Attend all training meetings and any other trainings, meetings, or workshops as deemed necessary by licensing requirements or by the Program Director or the Executive Director.

17. Requisition and purchase supplies needed to operate all centers, following agency procurement policies.

18. Responsible for completion and submission of required reports, forms and invoices.

19. Ensure only positive methods of redirection are used and subjecting children to punishment of a physical nature such as shaking, striking or cruel treatment does not occur.

20. Ensure confidentiality of family records and information.

21. Ensure all employee injuries are reported to appropriate personnel.

22. Perform such other duties as may be assigned.

SUPERVISORY RELATIONSHIP:

The Early Learning Center OECP Lead Teacher works under the supervision of the Center

Director and exercises no supervision over other employees.

QUALIFICATIONS:

1. Associate Degree or equivalent in Early Childhood Education.

2. Must meet NAEYC (National Association of the Education of Young Children) defined

Lead Teacher educational requirements.

3. Obtain infant/toddler First Aid and CPR within 90 days of hire.

4. Obtain OSBI and DHS licensing clearance prior to hire.

5. Obtain required criminal record check clearance prior to hire and during employment as required. Must not have pending charges, entered a plea of guilty or nolo contendere, or been convicted of; any criminal activity involving violence against a person; child abuse or neglect; possession, sale or distribution of illegal drugs; sexual misconduct; or an act of gross irresponsibility or disregard for the safety of others or a pattern of criminal activity; or required to register pursuant to the Sex Offender Registration Act or any person required to register under the Mary Rippy Violent Crime Offenders Registration Act.

6. Must provide documentation of physical health examination; obtain an annual health exam and TB screening.

7. Must have reliable transportation, a valid driver license and automobile insurance.

8. Computer skills are desirable.

9. Ability to develop and maintain strong collaborative partnerships with key stakeholders and community partners.

MENTAL AND PHYSICAL DEMANDS/ENVIRONMENTAL FACTORS:

1. Constantly must be able to sit/stand in a stationary positon 50% of the time.

2. Frequently must be able to move about inside the office to access file cabinets, office machinery, etc.

3. Frequently must operate a computer and other office productive machinery, such as a calculator, copy machine, and computer printer.

4. Frequently must communicate with staff and others who have inquiries about the program.

Must be able to exchange accurate information in these situations.

5. Occasionally must move/carry items weighing up to 30 pounds or more.

6. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

7. Frequently must be able to lift at least 30 – 40 pounds and lift arms above shoulders and spend time daily sitting on the floor with children.

8. Constantly must visually monitor the behavior, learning and activities of children.
