    REPORTS TO: Assistant Superintendent of Human Capital Accountability

    WAGE/HOUR STATUS: Exempt

    PRIMARY PURPOSE:

    The District Investigator, under the direction of the Assistant Superintendent of Human Capital Accountability, serves as the district’s employee responsible for investigating assigned complaints and allegations of misconduct. The District Investigator prepares required documentation and recordkeeping of completed investigations.

    All employees of Spring ISD are expected to act with integrity, support organizational goals, communicate in a clear and respectful manner, championing the needs of our students and drive continuous improvement.

    QUALIFICATIONS:

    Required:
    • Bachelor’s degree from an accredited college or university
    • Three years of job experience in human resources, law, or public school administration
    • Two years of investigative experience in public school education or human resources
    Preferred:
    • Five years of investigative experience in public school education or human resources

    SPECIAL KNOWLEDGE/SKILLS:
    • Knowledge of the techniques, methods and procedures used in gathering information and evidence, and conducting investigations
    • Knowledge of federal, state, local, and district laws, policies, and procedures
    • Effective communication and interpersonal skills
    • Strong organizational and people skills
    • Proficiency in use of computers and software applications, including the ability to create and manipulate spreadsheets
    • Ability to problem solve and multi-task
    • Ability to respond promptly and accurately to customer complaints and/or concerns

    MAJOR RESPONSIBILITIES AND DUTIES:
    • Maintain confidentiality of information related to the operations of the investigations team from intentional or unintentional disclosure.
    • Investigate and assist in responding to concerns related to employee misconduct, employee performance concerns, board policy violations, and other violations of law directly related to the employee/employer relationship by interviewing witnesses, victims, complainants, respondents, and informants.
    • Prepare memoranda of facts and detailed investigation reports by ensuring accuracy and fidelity of all investigations submitted, including amending investigations based on additional evidence obtained.
    • Investigate and gather information needed for processing employee grievances, Title IX, and Office of Civil Rights (OCR) complaints.
    • Participate in professional development to foster continuous growth.
    • Performs all other duties as assigned.

    WORKING CONDITIONS:

    The usual and customary methods of performing the job’s functions require the following:
    • Physical demands – physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and state wide.
    • Mental demands – ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret TEC and policy; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
