Minimum Qualifications:
Completion of course work equivalent to the academic requirements of a Bachelor's degree in fine arts, business or public administration, or a related field (Master's degree in any of the above disciplines or a related field is preferred); and seven (7) years' experience in arts and culture program management, including four (4) years supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Specific License or Certification Required: Must possess and maintain a valid driver's license (as required by position assignment).

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Must have business acumen (understanding of disciplines including art and cultural programs of multiple art disciplines, functional areas such as finance, budgeting, grant funding, human resources, stakeholder relationships and the ability to use information from said understanding to effectively make business decisions.)

Purpose of Classification:
Incumbent in this class performs planning and programming duties related to directing the overall operations of the Department of Arts and Culture. Responsibilities include managing assigned staff; overseeing arts and cultural programs, events, non-profit activities, and advocacy programs; overseeing the cooperative extension program, services and activities; and developing short- and long-range departmental goals and objectives. Arts and Culture, Director is distinguished from Arts and Culture, Assistant Director in that the former directs the entire Department of Arts and Culture and establishes the agency's mission, vision, goals, and objectives, whereas the latter plans, organizes, and administers the overall operations of assigned divisions in addition to developing strategic plans and allocating resources to achieve program goals and objectives.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Directs departmental functions and operations, including planning, budgeting, staffing, and the accomplishment of departmental goals and objectives.

Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; and administering disciplinary action as required.
Administers and oversees arts and cultural programs, events, and non-profit activities in all arts disciplines, including visual arts, dance, film, media, literature, museums, music, theater, and multidisciplinary projects.

Works in close cooperation with the Cooperative Extension program, services and activities.

Interacts with citizens and various groups to develop plans, programs, and events for the arts and culture and functions.

Develops policy recommendations for the Board of Commissioners regarding public funding for the arts and implements Board guidelines/policies related to departmental operations.

Provides technical and management assistance to the Arts Council, initiates program ideas, ensures program budget compliance, and assists in grant seeking board identification, and collaboration on selected projects.

Directs grant seeking efforts for various arts initiatives.

Administers advocacy programs and collaborates with local, state, and national arts groups, including corporations and foundations to develop grant seeking efforts.

Directs the daily operation and development of departmental facilities.

Establish and maintain effective working relationships with stakeholders to include Fulton County municipalities.

Building Coalitions with regional and local external stakeholders, while engaging constituents and broker consensus and support for the Arts with community and internal stakeholders.

Advocate and promote universal and culturally driven art programs.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization.

Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
