The Virginia Department of General Services ( DGS) is seeking an experienced laboratory professional to serve as one of three Directors of Laboratory Operations for the Commonwealth’s Division of Consolidated Laboratory Services ( DCLS), one of the largest and most diverse consolidated state laboratories in the nation. With an annual budget of over 30 million dollars and over 250 state employees, DCLS performs approximately 9 million tests annually. Results from these tests are used confidently by local, state, and federal public health, agriculture, food regulatory, environmental protection, and law enforcement officials serving to protect our citizens, food supply, environment and commerce. DCLS is a member of the Laboratory Response Network, Food Emergency Response Network, and Environmental Laboratory Response Network and provides surge capacity testing support for several state and federal laboratories. DCLS also directs the Commonwealth’s environmental laboratory accreditation program.

Directors of Laboratory Operation oversee multiple analytical and support groups within the Division, work closely with the Deputy Laboratory Director and Laboratory Director to plan for future laboratory initiatives, work with the Business Manager to monitor and track fiscal integrity within their areas of oversight, assure laboratory preparedness, provide support for policy and procedures governing DCLS, provide oversight and guidance for technical development, and conduct outreach to improve customer support within the Commonwealth. This position provides direct oversight over 5 operational work areas, assuring safety and compliance with relevant regulations (i.e., CLIA) and laws to support the laboratory’s mission of “promoting a healthier, safer world through quality laboratory service.”

Minimum Qualifications
Successful candidates MUST possess the following required knowledge, skills, and abilities to successfully perform the work:
  • Bachelor’s Degree in Science or related field
  • Extensive experience in laboratory management to meet CLIA personnel requirements for General Supervisor (42 CFR § 493.1461)
  • Broad knowledge and experience managing clinical laboratory testing operations
  • Experience with personnel supervision and human resource management functions
  • Significant knowledge and experience of laboratory quality assurance, security, and safety programs
  • Knowledge and experience with maintaining regulatory compliance with CLIA, TNI and/or ISO17025.
  • Demonstrated ability to effectively implement project plans
  • Excellent oral and written communication skills

Preferred Qualifications
Preferred work related skills and experience include the following:
  • Doctoral degree in a chemical, physical, biological, or clinical laboratory science or related field from an accredited institution
  • Meet the personnel qualifications stated in 42 CFR, Part 493, Subpart M and eligible to be certified by a Board approved by HHS [§.493.1443(b)] to manage and direct the laboratory personnel and the performance of high complexity testing
  • Experience with laboratory operations in a high complexity testing public health laboratory.
  • High degree of computer literacy, including experience with laboratory information management systems
  • Knowledge and experience with government budgeting and appropriations, fiscal and grant management.
  • Experience with strategic planning, workforce development, and leading teams
  • Knowledge of the Federal Select Agent Program and other federal regulations.
