This position is a leadership team position in Housing, responsible for trend analysis and compliance to ensure the long-term health of Relay’s affordable housing portfolio. The position ensures that all properties maintain a strong financial position, comply with all contractual, regulatory, and statutory requirements, and fulfill all internal and external reporting requirements in an accurate and timely manner.


This position reports to the Vice President of Housing and works closely with the Housing leadership team, and Relay’s Controller and Housing Accountant. This position serves at the primary contact for investors, lenders, regulatory agencies for the purposes of compliance and reporting. The position also supervises the Housing - Asset Management staff.

REPORTING AND COMPLIANCE:

  • Organize system for property file management for loan documents, partnership agreements, operating manuals, property management plans, resident files, etc. Establish protocols for storage and archiving of all documents.
  • Work closely with the Director of Housing – Property Management to standardize, and create or modify as necessary, property management plans to incorporate state and local requirements.
  • Develop and maintain compliance reporting listing for each property, containing requirements regarding reserves, fees, cash flow projections, deferred developer fee schedule and equity contributions.
  • Ensure compliance with partnership agreements, financing documents, regulatory agreements, and other sources of financial, statutory, and regulatory reporting requirements.
  • Review and coordinate submittal of all compliance reports to PHB, OHCS, HUD, IRS, investors, lenders, and partners, as necessary.
  • Work with Compliance Manager to ensure properties are leased to eligible residents and that files are maintained in proper order.
  • Work closely with Compliance Manager to audit and support accurate and on-time submittal of annual income certifications.
  • Calculate, prepare, and submit annual renewal of property tax exemptions for all properties. Troubleshoot property tax exemption issues.

PROPERTY PERFORMANCE AND CONDITION:

  • Work closely with Director of Housing – Property Management to create tools and reports for monitoring property performance and for establishing policies pertaining to rent increases, resident screening, etc.
  • Create property performance standards and regularly measure property performance against standards.
  • Work closely with Director of Housing – Property Management and Vice President of Housing to evaluate financial performance against benchmarks established by investors, lenders, and building’s operating pro forma.
  • Work closely with Capital Projects Manager to procure Capital Needs Assessments. Oversee implementation of CNAs. Research and recommend public funding sources to accelerate and complete capital projects
  • Set up system to track and analyze annual building inspection data for long-term trends to assist with annual budgeting and long-term planning.
  • Recommend financial restructuring as appropriate, including new re-syndication opportunities and refinancing of old debt.
  • Recommend disposition as appropriate to ensure Relay’s goals are being met.
  • Explore options for reducing costs and increasing energy efficiencies for housing projects.

BUDGETING AND FINANCIAL OVERSIGHT:

  • Review, monitor and provide input on preparation of annual building budgets. Ensure compliance with original benchmarks and operating pro formas.
  • Recommend annual Housing – Asset Management budget.
  • Analyze monthly financial statements. Identify trends and recommend action where appropriate.
  • Work with Director of Housing – Property Management to control expenses to maintain operating margins, adequate reserves, and cover debt service.
  • Develop a Replacement Reserve Strategy working in conjunction with Housing - Property Management.
  • Review replacement reserve draw requests for completeness, adequacy of reserves and compliance with reserve use agreements. Submit draw requests to respective lenders, investors and / or regulatory agencies for authorization to withdraw funds. Establish system for tracking use.
  • Work closely with the Vice President of Housing and Controller to verify annual cash flow distributions.

LEADERSHIP AND GENERAL MANAGEMENT:

  • Participate in organizational planning and Housing Leadership meetings. Contribute asset management expertise and perspective to the conversation.
  • Facilitate cross-departmental communication and collaboration.
  • Attend Board of Directors and Board Committee meetings as necessary to provide asset management information.
  • Maintain effective relationships with community and industry groups, including partners, investors, lenders, and regulatory bodies.
  • Participate in industry networks and associations as necessary.
  • Monitor and respond to Notices of Land Use Actions that impact Relay properties.
