POSITION OVERVIEW

Reporting to the Assistant Vice President of Administrative Services, the Director of Fiscal Services serves as the District administrator responsible for budget planning, accounting, payroll, resource allocation, auditing, and reporting. The classified administrator position provides leadership, vision and collaborative technical knowledge for the planning and implementation of District budgets, general ledger, fiscal operations, forecasting, and business services. The Director of Fiscal Services complies with general accounting policies, procedures, statutes and regulations in the administration of accounts receivable, payable, payroll, allocation control, internal and external auditing, and in District, State, and Federal reporting. The Director collaborates with senior management staff in forecasting income, investments, expenditures, special compensation, collective bargaining, strategic planning, program evaluation, and other leadership activities.

Essential Functions


  • Plan short- and long-range goals and objectives for ongoing and special budget, finance, auditing, and reporting requirements.
  • Confer with senior management staff to forecast expenditures and income for short- and long-range projects and District resource allocations.
  • Attend meetings, workshops and other events to present and obtain current budget, fiscal and operational information.
  • Make presentations to small and large groups, both internal and external, regarding District fiscal services, data, documentation and operations.
  • Monitor District expenditures to comply with District, State and Federal audit requirements.
  • Administer District investment programs, activities and cash flow.
  • Prepare, maintain and provide quarterly, annual, and other budget reports and documentation.
  • Monitor changes to State and other funding levels, and adjusts District budgeting as required, in conjunction with senior managers.
  • Train, supervise and evaluate the work of accounting, payroll and budget department staff.
  • Select and direct the work of contractors as assigned. Use of a database and a variety of computer software to set up and track budget and other fiscal documentation.
  • Compile, format and prepare a variety of special and regular reports.
  • Review and prepare contracts for services. Fiscally manage a variety of District set-aside programs during the year.
  • Receive and track allocation and usage of grants and other categorical funds.
  • Track and report income from auxiliary operations, such as bookstores, student organizations, vendors, and other sources.
  • Direct monthly and special payroll processes, including retirement system requirements, tax, mandatory and voluntary deductions, benefit calculations and tracking, local government payroll policies and procedures.
  • Direct payments of invoices, contracts, reimbursements, matching funds and taxes.
  • Plan and project benefit rates, allocation formulas and expenditure patterns.
  • Direct internal and external audits of District fiscal operations and documentation. Schedule auditing teams as required.
  • Assemble and present budget, accounting, payroll and other records for auditors.
  • Analyze grant and other District proposals for costs and compliance to required budget guidelines and policies.
  • Serve as District technical resource for management and staff inquiries about fiscal history, policies, resources and procedures.
  • Provide signature authority for contracts and grants as assigned.
  • Confer with division and department administrators regarding local budgets, expenditures and projections. Direct fiscal year-end closing and reporting.
  • Recommend and implement modifications to fiscal policies, procedures and forms.
  • Perform other related duties as assigned.

Requirements & Desirables

REQUIREMENTS
  • Possession of a Master's degree from an accredited college or university in Accounting, Finance, Business Administration, or a closely related field; OR
  • The equivalent, (i.e. 5 years of related experience); and
  • Successful accounting and budgeting experience of increasing responsibility that has included demonstrated knowledge of budget, payroll and account development and implementation principles and procedures, including fund accounting and auditing; skill in analyzing fiscal and budgetary data and in interpreting governmental fiscal regulations and reporting requirements; investments and cash flow; directing and evaluating the work of others; oral communication, including giving clear and concise instructions; project planning and implementation; use of spreadsheets and a variety of computer software to set up and track complex financial and statistical data; development and implementation of complex budgetary documentation; compiling data for, formatting and preparing detailed financial reports; and demonstrated skill in written communication; and
  • Extensive experience in public contacts that has demonstrated skill in respectful and sensitive communication with people who are diverse in their cultures, language groups, abilities, lifestyle and backgrounds. Demonstrated sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students; and

DESIRABLE QUALIFICATIONS
  • Previous management experience in a public agency, preferably a public school district.
  • Possession of a valid Certified Public Accountant license.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:
  • In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  • Criminal Justice/Fingerprint Clearance.
  • COVID-19 Vaccination Status: All employees new to the District who access campuses or other District facilities, and/or participate in off-site work in-person for the District, must be fully vaccinated against COVID-19, prior to employment unless approved as exempt due to verified medical or religious reasons (as defined in federal or state laws and regulations).
  • California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  • DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. CLASSIFICATION CATEGORY
The Director of Fiscal Services is a classified administrative position, in compliance with all applicable sections of the California Education Code and related statutes. Classified adminstrative e mplo y ees are also members of the California Public Emplo y ees Retirement S y stem (CalPERS ), to which the member contributes up to 8% their reportable compensation on a month l y basis.

SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: Management Level 4
Full Salary Range: $142,536 - $180,744 annually.
Starting Salary Range: $142,536 to $152,556 annually (Step 1 to Step 3). Background and experience will determine placement. Normal entering step is Step 1.
