DIRECTOR OF CLINICAL SERVICES
SUMMARY: As a senior member of the management team, the Director of Clinical Services acts as the liaison between Health Center Administrators and Health Directors. They will ensure that the coordination of medical front and back-office operations work together to take care of patients as a team.

DUTIES AND RESPONSIBILITIES:
  • Coordinating medical, front and back office operations for multiple facilities.
  • Monitoring patient scheduling, referrals and satisfaction.
  • Knowing medical insurance, health records, coding and billing systems.
  • Understanding laws and standards of HIPAA, ADA, OSHA and other regulations.
  • Understanding medical software applications.
  • Ensure provision of quality patient care while maintaining cost-effective clinical operations in accordance with all legal, compliance, and regulatory requirements and programs.
  • Adheres to all requirements of the API Compliance Program, and API patient care and administrative policies as the clinical leader, has the authority to make daily decisions to ensure continuity of care and patient and staff safety
  • Manages the tactical execution of short- and long-term objectives through the coordination of activities with a direct responsibility for results, including costs, methods, and staffing
  • Provides leadership, coaching and development plans for all direct reports to maintain an engaged and productive workforce; partnering with Human Resources on employee matters
  • Technically proficient in the specific departments such as nursing, facility management, front desk/intake/reception and knowledge of industry practice and business principles
  • Responsible for addressing and acting on adverse events and action thresholds
  • Accountable for compliance with all applicable federal, state and local laws and regulations
  • Maintains integrity of medical records and other API administrative and operational records
  • Complies with all data collections and auditing activities
  • Maintains facility environmental integrity, including safety
  • Experienced leadership required for multi-faceted environment; role primarily focuses on tactical execution.
  • Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.
  • Will have significant project/process responsibilities
  • Follows processes and operational policies in selecting methods and techniques for obtaining solutions.
  • Interprets and recommends change to policies and establishes procedures that effect immediate organization(s)
  • Participates and presents at meetings with internal and external representatives
  • Leads cooperative efforts among team members and makes decisions that have an impact on work processes and outcomes.
  • Acts as an advisor to subordinate(s) to meet schedules and/or resolve technical problems
  • Responsible for hiring, coaching and counseling employees, including performance reviews, disciplinary action and terminations
  • Coordinates all aspects of patient care with the appropriate staff members, from admission through discharge of the patient
  • Organizes meetings of the facility’s Interdisciplinary Team to discuss patient care and to resolve problems.
  • Directs initiation, maintenance and communication of efficient and timely schedules to ensure maximization of the facility through efficiency.
  • Ensures completion of new hiring orientation and training including mandatory in-services.
  • Ensures documentation completed for annual in service training, and policy and procedure in service updates
  • Responsible for all patient care employees receiving appropriate training, including training to ensure ongoing compliance with all API risk management initiatives
  • Provides opportunities for professional growth, and training to ensure clinical competence and the ability for licensed staff to assume Team Leader responsibilities.
  • Responsible for overseeing performance of all licensed personnel, direct patient care staff, reporting indirect patient care personnel as assigned, and when necessary, technical staff.
  • Maintains current knowledge regarding API benefits, Human Resources policies, procedures, and processes, and acts as a resource to facility staff
  • Completes timely employee evaluations and establishes annual goals for staff. Responsible for the direct supervision of various levels of staff
  • Creates, maintains, and communicates efficient and timely employee schedules according to the needs of the facility
  • Responsible for strong Director and physician relationships and facilitating staff relationships with physicians.
  • Ensures regular and effective communication with all physicians, through regular meetings with Directors
  • Responsible for efficient utilization of inventory, supplies and equipment to achieve supply cost goals
  • Reviews profit and loss statements with CEO.
  • Responsible for participating in all required reporting and on-site state or federal surveys
MINIMUM QUALIFICATIONS:
  • Preferred Education: MBA in Business, Public Health or related health care field, RN, LPN, PA, NP
  • Required: Demonstrated skills in organizational development, personnel management, budget and resource management.
  • Required: Experience in administering, negotiating and maintaining schedules in large multi-practice medical facilities.
  • Required: 5 years progressive management experience in a multi-practice environment.
  • Required: Demonstrated ability to run operations for multiple medical sites.
  • Required: General knowledge of FQHC, Compliance, Medical Terminology, & Customer Service.
  • Required: Advanced skill in Microsoft Office and other relevant technologies.
LICENSES OR CERTIFICATIONS REQUIRED:
  • Certified Physician Practice Managers (CCPM) – Preferred
  • Professional Association of Health Care Office Management (PAHCOM) – Preferred
  • Certified Medical Manager (CMM) – Preferred
COMPLIANCE:
This position requires compliance with API's written standards, including its Compliance Program and Standards of Conduct and policies and procedures. Such compliance will be an element considered as part of the regular performance evaluation.
Failure to comply with API's Written Standards, which may include the failure to report any conduct or event that potentially violates legal or compliance requirements or API's Written Standards or, for managers and supervisors, fails to detect non-compliant conduct where reasonable efforts would have resulted in detection, will be met by the enforcement of disciplinary action, up to and including possible termination, in accordance with API's Compliance Program Policy and Procedure: Addressing Instances of Non-Compliance through Appropriate Disciplinary Actions.
