In this position you will be responsible for overseeing business operations for the Office of University Relations. You will be responsible for the development of department budgets, and oversight of processing expenses and contracts. Serve as liaison for the Office of University Relations with Finance, Human Resources department, IT Services, Facilities Planning and Management and Office of General Counsel. Responsible for equipment, facility, and office space needs.
Duties and Responsibilities
1. Manage the budgets of the Office of University Relations (OUR), including Marketing and Communication, Public Affairs, General Counsel, Economic Engagement and Innovation Alley.
a. Create and implement consistent budgeting processes throughout OUR.
b. Oversee processing of University Relations expenses, contracts, and agreements. Provide an office-wide system for requesting, processing, approving, and tracking all expenses, contracts and agreements.
c. Provide expectations, tools, and training for key department stakeholders with budget responsibilities as needed.
d. Develop annual budget plans, track and monitor all expenses, meet monthly with key department stakeholders with budget responsibilities to advise on monthly reports and determine appropriate allocations/reallocations, determine and execute necessary transfers among various budgets.
e. Create 3–4-year capital replacement plans for office equipment and technology.
2. Lead conversations/meetings with the administrative staff in OUR to provide coordination of and awareness to the groups work responsibilities and office operations.
3. Act as office liaison and representative with Human Resources.
a. Ensure timely and accurate completion of salary authorizations, confirmations of offers, and maintenance of OUR’s personnel filing system in compliance with record retention and HR policies.
b. Facilitate managers and the Human Resources department in the ongoing review of UR position descriptions to ensure alignment of talent, roles, and departmental needs.
c. Facilitate OUR’s performance management process in accordance with HR procedures.
d. Facilitate the recruitment and hiring process for OUR in coordination with the Human Resources department. Counsel hiring managers on the hiring process, including providing direction in preparing documents needed to post a job, identifying hiring committee, determining evaluation of resume review, determining skills and values-based interview questions, providing evaluation rubrics, conducting interviews, screenings, and reference checks, managing the candidacy pool, and overseeing the overall schedule. Ensure effective and ongoing communication with the talent pool and Human Resources.
e. Facilitate implementation of OUR’s employee orientation plans that foster engagement with the functional team, OUR, and the broader university and to ensure employees are equipped with the tools necessary to be successful in their role.
f. Facilitate and coordinate OUR’s involvement in MU’s performance, engagement, and team development processes/activities including annual performance review process, the employee engagement survey, the climate survey, and other programs/activities as needed.
4. Act as office liaison and representative with ITS, Office of General Counsel, Facilities Planning and Management and the various departments of the university’s Office of Finance. Represent OUR on university-wide committees, task forces and other meetings as necessary.
5. Responsible for coordinating individual and shared space and equipment needs, to include procurement of furniture, computers, printers, etc. In accordance with university policies, procedures, and guidelines, implement OUR-specific hybrid/remote work practices to ensure consistency across functional teams and the university.
6. Oversee OUR student intern program, ensuring consistent management of 20+ student interns and student employees, including recruiting, training and overall supervision of interns each semester. Create and maintain student manual. Oversee bi-weekly payroll information. Oversee coordination and creation of student schedule.
7. Oversee tracking and monitoring of vacation and sick time in Timekeeper and EmpCenter timekeeping systems.

Required Knowledge, Skills and Abilities
Bachelor’s degree required preferably in accounting or finance.

At least 3-5 years previous experience in business services capacity, preferable in a university environment.

The position requires excellent budgeting and organization skills.
High level of expertise in Excel and Word and familiarity with the university’s financial systems.
Must have proven interpersonal skills, including excellent verbal (in person and over the telephone) and written communication skills to relate to and serve the university community at large.
The ability to organize and prioritize workload, show discretion, and exhibit sound judgment.
Ability to engage others, establish strong relationships, and build and maintain effective partnerships with a wide variety of people and leaders, both internally and externally.
Demonstrated ability to work well with administrative leadership and staff.
Ability to handle sensitive situations, confidential information, and to manage conflict effectively.
Ability to insightfully examine the status quo, analyze opportunities for improvement, creatively generate solutions, and serve as change agent.
Able to work effectively and operate in a rapidly changing and ambiguous environment.
