PRIMARY FUNCTION/PURPOSE*:
The Design, Monitoring, and Evaluation (DM&E) Manager will be responsible for developing, maintaining, and providing oversight over DM&E protocols and practices under the DEPP leader and associate awards, and will work closely with the Research, Evaluation, and Learning (REL) team to incorporate monitoring and evaluation data into program and strategy design, learning processes, and knowledge management processes under DEPP. The DM&E Manager will help ensure that all program proposals, Activity Monitoring, Evaluation, and Learning Plans (AMELP), as well as evaluation deliverables under DEPP are responsive to donor needs, reflect best practices for program design and MEL, and can provide actionable data for adaptive management at both the program and mechanism level. This will include supporting program staff to design evidence-based projects that incorporate learnings gleaned from internal and external research and learning. The DM&E Manager will also contribute to mechanism-level learning and reporting processes. Liaising with the CLA Advisor, the DM&E Manager will contribute to mechanism-level learning and reporting processes and products.

Job Responsibilities: MAJOR DUTIES AND RESPONSIBILITIES:
The DM&E Manager will work under the direction of the CEPPS REL Director to fulfill the following key duties and responsibilities:
- Support development of policies and procedures for M&E and reporting on progress and lessons learned during design and implementation both at the DEPP program and mechanism level
Engage key CEPPS stakeholders under the guidance of the REL Director to develop and/or update and maintain policies and protocols that guide the implementation of MEL tools, practices, and protocols under DEPP programs
Maintain standard templates for key M&E documents including PIRS, PMPs, Results Frameworks, evaluation reports
Establish and maintain standard protocols established for key M&E initiatives including but not limited to baseline, mid-term, final evaluations and data quality assessments
Ensure that the M&E systems and evaluations align with and contribute to the DEPP Learning Agenda in coordination with the REL Director and Collaborating, Learning, Adapting (CLA) Advisor
Collaborate with DEPP CLA Advisor to develop and institutionalize CLA practices in DEPP associate programs and facilitate information sharing among and between associate awards and the leader award
- Provide oversight and technical support on M&E practices during DEPP program implementation
Liaise with CEPPS program and MEL personnel in overseeing appropriate implementation of DM&E policies and protocols
Review key program design and M&E deliverables including AMELPs, baseline and mid-term scopes of work and inception reports, evaluation reports, and similar to ensure consistency and quality of CEPPS deliverables
Provide technical advisory services to CEPPS program teams on M&E issues on an as needed basis
As needed, contribute to and review CEPPS quarterly reporting
Collaborate with CEPPS Database Team (Data Analyst and Database Administrator) to ensure adherence to CEPPS policies on input and storage of indicators data in CEPPS Indicators Database; work with Data Analyst and Database Administrator on customized requests for data reporting using the database; address issues that arise with data quality assurance for the database
- Strengthen integration of evidence and lessons learned in the development of responsive DEPP programs designs and proposals for associate awards
With input from the CEPPS technical leadership team, develop, pilot, and implement protocols for joint program design initiatives that foster responsive DEPP programming
Facilitate or support facilitation of joint program design sessions alongside the REL Director in order to establish results frameworks for DEPP associate programs; engage with the DEPP CLA Advisor to identify and integrate relevant programmatic learning into design of joint programs
In tandem with the DEPP CLA Advisor, promote the use of learning tools and processes that facilitate the integration of CEPPS best practices, lessons learned, and innovation into new program designs
Provide guidance for CEPPS program teams on preparation of required M&E deliverables for joint proposal processes
Review all M&E deliverables and ensure REL Director approval for proposal processes
- Work with CEPPS leadership to respond to reporting and oversight needs related to MEL implementation under DEPP
Collaborate with the DEPP CLA Advisor and REL Director to provide significant inputs from DEPP implementation into mechanism-based knowledge management and learning processes
Provide input into regular and ad-hoc reporting at the mechanism level, including quarterly and annual reporting to the donor, as well as specialized reporting on an as-needed basis
Support development of stakeholder research and feedback initiatives to ensure that CEPPS is being responsive to donor needs
POSITION REQUIREMENTS:
Education: Master’s degree or higher in political science, international relations, or related field.
Experience: At least 5-8 years experience in the design and implementation of research and MEL systems to inform programmatic and strategic decision-making. Experience in the DRG field is preferred, but not required.
Related Skills or Knowledge:
TECHNICAL SKILLS: Experience using data analysis software such as SPSS or Stata is preferred, but not required.
LANGUAGE SKILLS: Fluency in English required. Fluency in other languages, such as Spanish, French, Arabic, or sign language, is preferred but not required.
TRAVEL: Some travel to CEPPS field offices may be expected as part of this position. Travel for conferences or other professional engagements may also be expected.
