The Work You Will Do:
This position serves as the Federal Reporting Manager for Workforce Services responsible for ensuring the timely and accurate submittal of federal reports for all Workforce Services programs, including Reemployment Assistance and One Stop Program Support.
This is a supervisory position responsible for communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

The Government Operations Consultant III-SES position is a member of the Bureau of Labor Market Statistics management team and serves as the Federal Reporting Manager for Workforce Services. This position will oversee a unit dedicated to reporting and understanding workforce data from various programs and how the data can be used to further serve Florida’s citizens. This is a highly technical role with a big picture impact.

Your Specific Responsibilities:
This position is pending reclassification to a Government Operations Consultant III-SES. The incumbent will serve as the Federal Reporting Manager for Workforce Services responsible for ensuring the timely and accurate submittal of federal reports for all Workforce Services programs, including Reemployment Assistance and One Stop Program Support.
Establishes and maintains an on-going working relationship with state and federal partners and customers to ensure delivery of quality products with regard to the following, but not limited to, workforce programs: Reemployment Assistance (RA), Wagner-Peyser (WP), Workforce Innovation and Opportunity Act (WIOA), Welfare Transition (WT), Supplemental Nutrition Assistance Program (SNAP), Migrant Seasonal Farm Worker (MSFW) and Trade Adjustment Act (TAA) state and local planning, guidance, training and technical assistance, data validation, program, performance reporting, and supporting system enhancements. Maintains subject matter expertise in workforce services programs and works to implement federal and state-mandated changes, assess enhancements and refinement requests for workforce programs.

Create and maintain data tools and databases used by Workforce Services programs, including SQL databases and data warehouses, including documentation and procedures on their usage.
This position is responsible for performing complex planning, consultative and administrative work, making strategic decisions and coordinating and assisting in the resolution of a variety of operational and management problems related to meeting the Department's reporting requirements for Workforce Services programs.
This position (Federal Reporting Manager) will have direct supervision of staff engaging in collecting and reporting performance data, providing training and technical assistance, and writing guidance for workforce programs. This includes addressing problems/questions related to data elements and ad hoc reports. Directs and assigns work to ensure best use of time and resources; plans workloads, work flows, deadlines, work objectives and time utilization; motivates employees to improve the quality and quantity of work performed; evaluates employees through establishing evaluation criteria; meets regularly with employees to ensure the establishment criteria are met; trains employees in methods for performing an effective and efficient job; and recommends staff for hiring and promotions or disciplinary action as appropriate.
Incumbent coordinates with Department staff to provide information and reports to other government agencies and administrative entities as requested. Conducts or oversees various research and statistical studies for Department Managers as needed or requested. Also assists with the formulation and implementation of federal and state mandated changes, enhancements and refinements to workforce program reporting systems.
Oversees and coordinates the review and analysis of workforce programs data as needed to address and identify area trends, strengths, weaknesses, problems and projections. Ensures performance data reports are accurate and timely.
Manage reporting systems for Local Workforce Development Boards working with Reemployment Assistance Claimants and oversee the assembling of required federal reports.
Required Knowledge, Skills, and Abilities:
- Working knowledge of relational databases and report writing software.
- Knowledge and proficient in the use of Microsoft Office, Oracle SQL, Arc GIS, In Design, and MSSQL Server.
- Knowledge of Tools for Oracle Application Developer's (TOAD)
- Knowledge of BI tools such as Tableau
- Knowledge of RA, WIOA, WP, TAA, FSET or WT programs.
- Ability to supervise, train and motivate staff
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required to travel.
Preferred:
- At least one year of experience with Data Management, including loading and managing database tables.
- At least one year of experience with data analytics and reporting.
- At least five years of experience with Workforce Services programs (Reemployment Assistance, and/or One Stop Program Support).
- Ability to create and implement a reporting and analysis tool for federal reporting data submissions.
NOTE: The selected candidate will be hired under the class title of Senior Management Analyst Supervisor-SES and will overlap employment with current incumbent of this position for training purposes. In August 2023, this position will be reclassified to a Government Operations Consultant III-SES, duties and responsibilities will not change and salary upon hire will remain the same.
NOTE: This position is headquartered in Tallahassee but could also be located in Orlando or Ft. Lauderdale.
