Lead Financial Management Analyst
Location: Falls Church, VA

The contractor shall perform Systems Operations and Maintenance and Enhancement Services, to include technical, administrative, and professional services for the purposes of sustaining and optimizing financial management operations for the Defense Agencies Initiative (DAI) user agency community.

Duties:

  • The Lead FM Analyst will supervisor a team of 5 other FM Analysts working in the areas of Technical Writing, Budgeting and Programming, Accounts Payable, Accounts Reconciliation, and Civilian Pay.
  • Provide onsite DAI Help Desk support for DAI users, time and attendance, create, de-conflict new client unique DAI Project Names, Project Numbers, and Project Descriptions, Project Organization Expenditure Type (POETS), and Task Number to correct appropriation in both Hyperion and DAI.
  • Ensure that all documents related to specific tasks for accounting, budget, and DAI are saved in the appropriate FM folder with the correct tracking title IAW with NARA regulations.
  • Develop spreadsheets to capture and track budget and accounting reports, and DAI requests and modifications for the purpose of determining scope of tasking and deliverables. Spreadsheets will update at a minimum on a weekly basis but are expected to be updated as soon as new tasking and initiatives are issued.
  • Provide to the client FM Officer data to develop Power Point presentation based on spreadsheets. Slides will be used to provide the client FM Officer on the status of client POM and Program Budget Reports. Briefing package will identify any issues which may be an obstacle for the POM and Program Budget reporting.
  • Record meeting notes for all budget and accounting reports and DAI support. Notes must be presented as executive summary identifying all attendees, topics discusses, tasks, and deliverables.
  • Develop list of tasking and deliverables from meetings to inclusion in status reports.

Qualifications:

  • US Citizen with an active SECRET clearance
  • Bachelor's degree in Business Administration, Accounting, or Finance from an accredited university or college; Master's degree in related field preferred
  • PMP or related FM certification highly preferred
  • Minimum 10 years of experience inclusive to DOD headquarters, major command, System command, or unit/base-level organization; DAI knowledge
  • 3-5 years of experience in storing financial records IAW DOD FMR and National Archives and Records Administration (NARA) regulations.
