The Washington State Department of Corrections is seeking a highly motivated and qualified individual for the position of Corrections Specialist 2 (CS2) at the Monroe Correctional Complex in Monroe, WA.

The Monroe Correctional Complex (MCC) is a 2400-bed male all-custody level facility located 30 miles northeast of Seattle. Employing approximately 1200 staff, the complex consists of five major units: the Washington State Reformatory Unit (WSRU), Special Offender Unit (SOU), large mental health in-patient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). Services provided at the Monroe Correctional Complex include custody and security, classification, education, offender work programs, health care (both patient and outpatient), mental health care, sex offender treatment, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, offender records, visiting and extended family visits.

This position is assigned to the Monroe Correctional Complex under the supervision and direction of the· Associate Superintendent for the Special Offender Unit and the Intensive Management Unit. This position serves as the Administrative Hearings Officer. At the Monroe Correctional Complex, an adult male facility, this position carries out the Administrative Segregation portion of the 100 bed Intensive Managment Unit (IMU) and the 72 bed Intensive Treatment Unit (ITU) located at the Special Offender Unit. A.
Reports directly to the Superintendent/designee at the level of Associate Superintendent on actions that need to be taken relative to the offenders on Administrative Segregation. Review all Administrative Segregation and IMU referrals for content and accuracy. Thorough knowledge, understanding, and application of statue and DOC policy as they relate to the segregation placement and ensure the integrity and legal operation of the placement.

Duties include but are not limited to:


The Administrative Segregation (Ad Seg) Hearings Officer is responsible for the operation of the Administrative Segregation procedure and for its compliance with WAC 137-32, and DOC Policies 320.200, 320.250, 320.255, and 300.380 and Operational Memorandums. The Administrative Segregation process provides a mechanism whereby a record of the Department and the offender's placement in Administrative Segregation is followed. The documented process which includes the gathering of investigative information, is essential in cases that progress to a judicial or other administrative review

Duties include but are not limited to:
  • Conducts Administrative Segregation formal and informal reviews within the appropriate timeframes.
  • Act as the chairperson on the Multidisciplinary Team (MDT) for the intermediate and final reviews which are responsible for making recommendations for appropriate action to the Superintendent/designee regarding an offender's custody status, referrals for IMS
  • Manage Segregation placement for the Violator Unit
  • Works Closely with IMU Correctional Unit Supervisor (CUS) in regard to Unit concerns and bed space availability.
  • Responsible for screening Incarcerated on Ad-Seg Pending Transfer for placement on the Transfer Pod and presenting them to Facility Team Risk Management.
  • Participate on the Level Review Committee meetings.
  • Responsible for coordinating and presenting over the Weekly Facility Ad-Seg meeting.
  • Work closely with all the Unit Disciplines to include Custody, Health Services and Support staff.
  • Establishing and maintaining good working relationships with staff on numerous job disciplines, with excellent listening, communication, writing and mediation skills.
  • Directly supervise an Officer Assistant (OA3) position.
  • Works closely with IIU Unit in regard to Individuals pending IIU investigations.
  • Collaborate work with Case Managers, CUS’s, CPM within facility and HQ Classification in regard placement and timely transfers to individual placed on Administrative Segregation.

  • Ensure appropriate recommendations are made to determine whether an offender should be retained on Administrative Segregation.
  • Follows up with staff to ensure investigations are completed within appropriate timelines.
  • Makes final recommendation for offenders assigned to Administrative Segregation status.

  • Ensures that all requested witnesses receive DOC 05-094 Witness Statement and that those statements are returned to the segregated offender no less than 24 hours prior to the Intermediate Multidisciplinary Team.

  • Tracking and requesting segregation extensions through the OMNI Segregation Management when an offender's placement is approaching the 47-day mark.

  • Establishing and maintaining good working relationships with staff on numerous job disciplines, with excellent listening, communication, writing and mediation skills.

  • Maintain the highest standards of personal, professional and ethical conduct and support the State's goals for a diverse workplace.
Supports the mission to improve public safety by adhering to the process which safely places offenders in less restrictive custody designations and in housing that offers increased programming.

Qualifications

Three years of professional experience in adult or juvenile corrections, social services

or
closely related field. Additional qualifying experience will substitute, year for year, for up to two years of the desired education.

A Masters degree will substitute for one year of experience.

Preferred Qualifications:

  • High School diploma or GED and three years of professional experience working with incarcerated individuals.
  • Understanding of DOC policy and strategic plan, as well as legislative documentation.

  • Ability to work independently and in a team setting
  • Possess rapid problem-solving skills
  • Must have a valid driver’s license
  • Ability to provide constructive feedback
