Contract Administration Mgr II
Works under the general direction of the Texas WIC Program Services Director for the Health and Human Services Commission (HHSC) WIC program. Work involves overseeing the execution and administration of large-scope, high-dollar contracts by defining requirements and negotiating, awarding, developing, and closing out contracts in alignment with WIC programmatic objectives and HHSC policies. Work also includes providing subject matter expertise on contract and policy language by identifying the impact and interplay of WIC program, HHSC, state and federal guidance, policies, rules, regulations, and laws. This position will supervise the work of contract management staff.
Primary functions of this position encompass five areas: Procurement, Contracting, Policy Implementation, and Administrative Contract Compliance and Reporting. Functional responsibilities include: contract planning, developing and implementing process improvement initiatives and providing consultative services and technical assistance related to contract policy and procedure development, communicating with internal and external customers, and providing supervision that ensures compliance with HHSC policies as well as state and federal requirements.
This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

Essential Job Functions:

(50%) Manages the daily operations of WIC contract staff to ensure accuracy and timeliness of procurement and contract activities and develops short- and long-term strategies and goals for the administration of contracts. Plans, assigns and supervises the work of assigned to the contracting staff to ensure tasks are completed timely and efficiently. May serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
(30%) Provides direction and guidance and recommends effective strategies to resolve issues or trends related to contracting and procurement. Identifies purchasing related issues and works with purchasers, management, requesters, subject matter experts, other agency staff, and stakeholders to manage and resolve issues. Oversees or prepares the scope of work, specifications, and conditions for new contracts; prepares contracts; leads negotiation strategies; and facilitates the award of new contracts.
(15%) Provides leadership and expertise in the development of WIC policy, procurement and contracting procedures, and subrecipient management and reporting. Manages and develops staff in contract management. Develops and implements plans to communicate and explain contract methodology and processes to interested groups and team members.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Texas Contract Manager Certification (CTCM) preferred. Must be obtained within 90 days.
