- Plan, schedule, estimate, administer, or coordinate maintenance and construction projects
- Manage a single phase of complex projects
- Utilize conventional construction management practices to prepare cost estimates
- Define work to be done and specifications to be met
- Prepares bid documents and participates in the State bid and award processes
- Review contract bid prior to bid opening to determine compliance with plan specifications
- Analyze and interpret federal, state, and local laws when applying engineering principles

Reviews and administers construction contracts and cooperative agreements with a variety of federal, state, and local governments and public entities to ensure compliance with all regulatory requirements
- Performs and documents on-site inspections to ensure compliance with plans and specifications
- Review contract change order requests for comparison to original specification and determination if the variances are acceptable
- Reviews, analyzes, accepts, and maintains schedules established by a contractor to determine if the appropriate logic was used and ensures that it will meet the completion date established by the contract
- Analyzes delays and makes recommendations for appropriate action to correct deficiencies
- Analyzes and makes recommendations to accept, reject or amend contract claims
- May prepare contracts for bid and plans for improvements
- Compile information for the preparation of budgets and programs and participate in meetings with contractors, other agencies, the general public, and civic groups
Good knowledge of:
- Construction management principles and practices
- Reading and interpreting contract plans, specifications and documents
- Estimating and scheduling construction projects
- Applying engineering principals for construction applications and various aspects of project management
- Good knowledge of building design practices, general construction methods and construction contract administration;
- Good knowledge of State and local building codes including Uniform Building Code and electrical, plumbing, fire and life-safety codes.
