The Community and Social Justice Case Manager is responsible for the coordination and facilitation of the Youth Substance Abuse Safety Program (YSASP), case management of Diversion cases when there is no identified victim/harmed party and victim liaison for Diversion/Tamarack cases with an identified victim/harmed party. This position requires a restorative justice approach. All programs support participants and their families by fostering resiliency. All NEKCA staff contributes to a culture of equity, diversity, and inclusion.
- Demonstrate competency in all five areas of NEKCA’s Core Values. Demonstrate respect for all NEKCA participants, the choices they make and the challenges they face.
- Maintain records that document program compliance with all provisions in the law protecting the rights of participants.
- Schedule service-learning opportunities for Diversion participants
- Case Manage juvenile/adult offenders according to the Diversion contract
- Utilize the Initial Contact Checklist for every victim
- Ensure the victim (s)’ voice is represented at the panel
- Ensure the victim (s)’ choose their level of involvement with the program
- Interview and assess Diversion applicants
- Restorative justice principles guide the delivery of services.
- Participate in training of Diversion panel members
- Schedule Diversion participants in front of Diversion Panel
- Attend Diversion Panels
- Follow the Diversion Manual guidance for Diversion, YSASP and Working with Victims
- Contact all identified victim (s) and notify them that the case has been referred to Court Diversion or Tamarack on the same day but no later than five business days of the participant applying to participate in Diversion or Tamarack
- Provides nonjudgmental, supportive, and engaging environment for teens and young adults to connect with positive and empowering adult support
- Creates a youth-centered, non-institutional environment that empowers and affirms individuality and autonomy
- Uses youth-centered vocabulary and employs motivational interviewing technique in an effort to avoid “preaching” language
- Identifies barriers to success for individual youth and makes accommodations as needed to support completion of the program
- Consistently and effectively employs and utilizes YSASP assessment tool for screening
- Engages participants in meaningful and reflective dialogue about the assessment results
- Timely completes paperwork relating to the program and timely closes cases, maintaining effective file management and organization system for all active and closed cases
- Assists all stakeholders including participant’s parents, attorneys, the court and others, to ensure that the YSASP process is successfully completed.
- Communicates with local law enforcement agencies as outreach for the program and to resolve any issues relating to its implementation.
- Responds within 24 hours to phone messages, emails or text messages
- Communicates regularly with supervisor and provides feedback regarding program successes, challenges, and needs for additional support
- Ensures compliance with all VACDP (Vermont Association of Court Diversion and Pretrial) record sealing procedures
- Maintain confidentiality
- Prepare all quarterly and yearly reports for all programs.
- Work collaboratively with local agencies to include by not limited DCF (Department for Children and Families), NKHS (Northeast Kingdom Human Services), Schools, Courts, DOC (Department of Corrections) and Law Enforcement.
- Schedule meetings in a timely fashion
- Follow cases from opening to closure
- All other duties as assigned by supervisor
- Keep all databases up to date including Law Manager and MyCap.
- Ensures compliance with all VACDP record sealing procedures
- Maintain confidentiality
- Prepare all quarterly and yearly reports for all programs.
- Work collaboratively with local agencies to include by not limited to, DCF, NKHS, Schools, Courts, DOC and Law Enforcement.
- Schedule meetings in a timely fashion
- Follow cases from opening to closure
- Must comply with NEKCA policies if hired.
- Staff will be required to authorize and pass NEKCA’s criminal record check process
- Staff is required to be completely vaccinated against COVID-19 or approved for an exemption prior to starting position
- Valid driver’s license and reliable insured vehicle will be required and may be required to transport participants.
- Bachelor’s degree or equivalent experience in Human Service or Criminal Justice field preferred.
- Competent in participant record keeping, computer skills, and supervisory responsibilities
