What You'll Do:

Ohio Department of Public Safety - Emergency Management Agency (Communications)

Analyze, design & maintain a variety of statewide telecommunications systems within the Ohio Department of Public Safety (ODPS), Emergency Management Agency (EMA) division (e.g. design & maintain satellite trailers & mobile communication tower & equipment for 24/7 deployment capability throughout the State of Ohio; transport & setup satellite trailers & mobile communication towers for disaster response, training, exercise & planned events; install, maintain, troubleshoot, & program mobile & portable MARCS radios; provide training to user regarding proper operations & equipment features; analyze & verify telecomm requests to determine the validity &/or appropriateness of system & equipment prior to procurement (i.e. work with vendors, project managers, & other personnel to purchase equipment & applications for system upgrades)) that meet the user requirements & are cost effective; Install, configure & troubleshoot grant funded radio, telephone & satellite-based Wi-Fi equipment in mobile communications assets; (e.g. install, program & configure, portable & mobile radios, repeaters, & cross band bridging equipment; provide training on equipment usage as needed; Install & uninstall mobile radio equipment in EMA Fleet vehicles & troubleshoot equipment performance issues to ensure maximum reliability); Oversee, monitor, & troubleshoot Ohio Emergency Alert Systems (EAS) & Integrate Public Alert Warning System (IPAWS) (e.g. provide training to all 88 counties EMA personnel regarding usage & capabilities of equipment; troubleshoot EAS equipment & antenna issues in person or via phone & provide corrective solutions); Oversee & maintain the State of Ohio Rain Monitoring System (STORMS) (e.g., monitor 230 rain gauges throughout the State of Ohio to ensure they are operating effectively in order to distribute emergency notifications regarding high water; troubleshoot any issues & provide corrective solutions; maintain system inventory (e.g. standpipes, solar panels, rain gauges, data monitors, transmitters, etc.); set-up user accounts; run reports & analyze data); Perform scheduled & unscheduled maintenance on 17 National Oceanic Atmospheric Association (NOAA) towers on a 24/7 basis to address issues such as equipment alignment, circuit calibration, etc. (i.e. work with national weather service techs & commercial circuit companies (AT&T, Verizon, etc.) concerning ongoing issues & site outages); Maintain, update & modify documentation for tracking telecommunications assets & FCC compliance (e.g. set-up accounts for the Communication Assets Survey Mapping (CASM) tool, maintain FCC licensing compliance for Ohio EMA owned transmitters).

Configure, modify & coordinate upgrades to the State Emergency Operations Center (SEOC) A/V system hardware & software (e.g. preform preventative & corrective maintenance; ensure equipment connectivity is functioning appropriately; modify equipment configuration to meet appropriate requirements during an EOC activation, exercise, training, or daily operations); Install, maintain, operate & coordinate auxiliary communications to support the SEOC operations (e.g. install, maintain & operate FEMA National Radio System (FNARS), Winlink global radio email & Shared Resources High Frequency radio program (SHARES) equipment; coordinate plans for amateur radio volunteers; Perform other related duties as assigned.

Qualifications

Completion of undergraduate core coursework in computer science or electronic engineering; 3 yrs. trg. or 3 yrs. exp. in telecommunications operations involving use of multiple telecommunications computer equipment (e.g., IBM pc compatibles, IBM series I, modems, multiplexers, digital access cross connect switch routes & other state-of-art networking equipment) or 3 yrs. trg. or 3 yrs. exp. in telecommunication circuit design & project implementation (e.g., network engineer with common carrier).

  • Or completion of associate core coursework in computer science or electronic engineering; 4 yrs. trg. or 4 yrs. exp. in telecommunications operations involving use of multiple telecommunications computer equipment (e.g., IBM pc compatibles, modems, multiplexers, digital access cross connect switch routers & other state-of-art networking equipment) or 4 yrs. trg. or 4 yrs. exp. in telecommunication circuit design & project implementation (e.g., network engineer with common carrier).

  • Or 12 mos. exp. as Telecommunications Network Operator 3, 52483.

  • Or 24 mos. exp. as Telecommunications Network Operator 2, 52482.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.
