JOB SUMMARY AND SCOPE

Provides leadership, consultation, education, planning and coordination of clinical informatics processes and integration of those processes with system wide clinical information technology strategies within the organization. Develops and trains all user groups on clinical computer applications and on-line documentation processes and serves as a resource person for the daily operational issues. Validates integrity of forms and content of clinical information that is processed and stored electronically. Although the Clinical Information Technology Specialist’s primary responsibility is towards nursing, this individual is expected to integrate seamlessly with other groups within the organization from a clinical standpoint. This includes but is not limited to physicians.

ESSENTIAL JOB FUNCTIONS

  • Develops and helps maintain DEC's Health Information System (HIS) and Electronic Medical Record System(s) (EMR), software applications, and databases for physicians, nurses and other users
  • Develops, implements, and maintains new and existing e-forms with DEC's HIS and EMR
  • Assists in developing new work flow processes or the changing of existing work flow processes with clinical areas during the implementation of a HIS/EMR and HIS/EMR module(s) in conjunction with the leaders of clinical areas as needed
  • Provides clinical technical support by answering clinical user questions and troubleshooting glitches and system issues
  • Provides input to management regarding educational needs of end-users, individually or collectively
  • Train clinical staff including physicians on existing HIS/EMR systems as well as further clinical enhancements to the HIS/EMR systems as directed
  • Works with IT Manager to implement HIS/EMR modules and or systems.
  • Continual communication and coordination with the IT Services Department and all clinical areas to ensure the efficiency at which clinical systems are implemented or improved upon.
  • Frequent communications with department personnel and department heads to include but is not limited to development, training, implementation, staff progress, support and remediation needs which includes communicating efficiently by e-mail and fax
  • Dialogue with other entities in the organization, clinics, physicians, and students regarding computer training needs
  • Routine meetings with clinical staff and clinical management to assist with clinical system enhancements.
  • Independently research regulatory initiatives impacting HIS/EMR Systems
  • Independently research, develop, critique, and provide educational offerings.
  • Demonstrate a clear understanding of, and commitment to, the hospital’s mission, vision and values as well as the service excellence standards while completing all tasks and responsibilities.
  • Ability to integrate goals, mission, and vision of organization into educational programs.
  • Seeks out needed information by staying informed and involved by attending meetings, reading memos, policies, meeting minutes, newsletters, email and other appropriate information in a timely manner.
  • Reliable attendance and punctuality, including observing appropriate break times and extending a scheduled shift when necessary to meet patient demands.
  • Performs duties in a safe manner, in compliance with all safety policies and procedures.
  • Complies with the Code of Conduct and all appropriate policies and procedures.
  • Other duties, as assigned, that are relevant to the position and department.
Requirements:

MINIMUM REQUIREMENTS

  • Intermediate to advanced experience with computer software including but not limited to Word, Excel, Access, and PowerPoint or equivalent Office System.
  • Basic clinical knowledge with competence with personal computers.
  • At least three years of clinical experience required.
  • At least three years of working with personal computers with a working knowledge of Health Information Systems is required.
  • Excellent organizational and communication skills.
  • Professional interpersonal skills.
  • Ability to work independently with minimal supervision while also demonstrating the ability to work effectively as a team member and team leader.

PHYSICAL EFFORT AND ENVIRONMENT

Moderate: Occasionally lifts up to 25 pounds independently. Occasionally pushes/pulls 100 pounds. Stands or walks often. Occasionally lift and move file boxes, personal computers and other related IT equipment. Job involves sitting for extended periods of time at a computer; may stand and speak for long periods of time during educational classes.

EXPOSURE RISK

Exposure Category II: Employee reasonably expected to be at some risk for exposure to blood borne pathogens.

QUALITY IMPROVEMENT

  • Maintains current knowledge of the hospital-wide Quality Improvement Program.
  • Collaborates with management to improve the effectiveness of the department through the Quality Improvement plans and processes.
  • Participates in the departmental and hospital-wide Quality Improvement activities as directed by the manager.

COMPLIANCE

  • Adheres to the federal, state, and local statutes and regulations.
  • Adheres to the Compliance Program policies and procedures of Down East Community.
  • Adheres to all Privacy and Security policies and procedures of Down East Community.
  • Communicates any concern related to compliance issues to manager of department or Compliance Officer.
  • Communicates any concern related to confidentiality issues to the Privacy Officer.
