Job Summary:
CHILD WELFARE SPECIALIST I
Responsibilities include investigating home conditions of children, assess children's physical and psychological makeup, participating in committees and evaluating foster and adoptive homes.

CHILD WELFARE SPECIALIST II
Investigates and evaluates the risk factors of children and makes court recommendations that decide both temporary and permanent placement of children. Evaluates and trains families to provide foster and adoptive care. Provides professional judgements about family situations to determine safety and risk factors to ensure the physical and mental well-being of Cherokee children is paramount in all living conditions.

CHILD WELFARE SPECIALIST III

Job Duties:
CHILD WELFARE SPECIALIST I
Performs initial screening and assessment of adoption cases. Prepares reports detailing screening and evaluation of assigned adoption cases for the use of the adoption unit and the courts. Recruits foster and adoptive parents. Makes periodic visits on children in placement to assess conditions. Makes referrals for families and children to services in the community. Completes initial assessments of children and families and implements treatment plans. Participates in investigations of abused and neglected children. Prepares case reports and documentation, making recommendations for a course of action. Provides protective services. Coordinates referrals for clients. Prepares legal documentation for court. Provides transportation to clients for court or medical appointments. Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES
No supervisory responsibilities are required.

CHILD WELFARE SPECIALIST II
Performs initial screening and evaluation on cases alleging abuse and/or neglect. Assesses situations and make recommendations as to the appropriate level of intervention. Initiates procedures to remove children from immediate danger. Coordinates actions with appropriate Indian Child Welfare (ICW) management and other agencies. Initiates placement process for children who for whatever reason cannot live in their own home. Creates individualized service plans for children and families. Provides social work services to families applying for foster care or adoption. Recruits and trains foster and adoptive parents. Completes evaluations and makes positive or negative determination for foster care and adoption applicants. Conducts home visits on children in placement to evaluate conditions. Utilizes personal observations, child's psycho-social, medical, developmental and educational histories to determine appropriate plans of action for long-term best outcomes for children. Prepares case plans and provides case management to all persons assigned to their care with the safety, well-being, health and long-term best interest of the child the main consideration. Prepares and coordinates legal documents for presentation to both state and tribal court. Attends court proceedings and provides expert testimony based on the policies of Cherokee Nation ICW in the best interest of the child. Makes periodic visits to children in placement to provide counseling, information and other appropriate services. Provides transportation for clients to court, medical appointments and parent child visitation. Provides on-call services after hours for emergency intervention. Staffs placement of children with appropriate agencies. Provides nationwide placement services for child custody. Maintains appropriate database inputs as required by policy. Performs other duties as assigned.

Performs initial screening and evaluation on cases alleging abuse and/or neglect. Assesses situations and make recommendations as to the appropriate level of intervention. Initiates procedures to remove children from immediate danger. Coordinates actions with appropriate Indian Child Welfare (ICW) management and other agencies. Qualifications:

CHILD WELFARE SPECIALIST I

EDUCATION REQUIREMENT

Bachelor's degree from four-year college or university; no exceptions.


EXPERIENCE REQUIREMENT

No experience is required.


CHILD WELFARE SPECIALIST II

EDUCATION REQUIREMENT

Bachelor's degree from four-year college or university; no exceptions.


EXPERIENCE REQUIREMENT

An additional two years experience in Child Welfare or closely related field.


CHILD WELFARE SPECIALIST III

EDUCATION REQUIREMENT

Bachelor's degree from four-year college or university; no exceptions. Acceptable major field(s) of study are Social Work, and area of Child or Family Center Practice, Sociology, Psychology, Behavioral Sciences, Criminal Justice, Guidance and Counseling, or field that encompasses Human Relationship activities.


EXPERIENCE REQUIREMENT

An additional three (3) years experience in Child Welfare or related field.


CHILD WELFARE SPECIALIST I, II or III

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. This license is necessary as this position must travel extensively for the job and at times must transport children in the care, custody and control of the Cherokee Nation.


OTHER SKILLS AND ABILITIES

Must have knowledge of state legal proceedings and experience giving expert testimony on tribal matters. Ability to communicate effectively, both orally and in writing, to interpret and apply policy material, to maintain effective working relationships with others, and to apply critical thinking skills. Ability to courteously interview and probe for information needed, evaluate, and determine appropriate action required, to prioritize and organize needs of clients; to intervene in crisis situations; to work with a multidisciplinary team, and to develop, evaluate an modify an intervention plan on an ongoing basis. Skill in utilizing legal processes, interviewing and problem-solving techniques to negotiate agreements with parties. Ability to maintain high level of confidentiality.


OTHER QUALIFICATIONS

Must have a personal vehicle available at all times to perform the work required by this position.

Actively demonstrates initiative on a consistent basis to provide case management services and demonstrates a willingness to go above and beyond the minimum requirements for the betterment of the program.


Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.
