POSITION DESCRIPTION
POSITION TITLE: Child Care Resource and Referral Program Director STATUS: Full time (35 hours), exempt
RESPONSIBLE TO: Chief Executive Officer

POSITION SUMMARY:
The CCRR Director will have primary responsibility for management of child care provider recruitment, registration and inspection, enrollment of legally exempt child care providers, and child care quality improvement support to providers in Tompkins and Cortland Counties. This is a leadership position in the agency and the CCRR Director serves as a member of the Management Team.
The Child Development Council has offices in Ithaca, NY and Cortland, NY. This position requires on-site work in the Ithaca Office. Occasional travel in Tompkins and Cortland County and New York State or beyond may be required.
QUALIFICATIONS:
The ideal candidate will demonstrate:
- Proficiency in service delivery to families, administration, and staff supervision
- Keen ability to prioritize tasks and self motivation to complete tasks
- Ability to prioritize tasks and provide accurate reports and data
- Clear and effective written and spoken communication skills
- Knowledge of community resources
BA/BS plus 6 years of progressively responsible experience in a related field OR AA/AS plus 8 years of progressively responsible experience in a related field. Credentials and Certificates will be considered.
PRIMARY RESPONSIBILITIES:
1. Administration, Planning and Evaluation
a. Plan for the growth and development of the Child Care Resource, Referral and Support Services;
b. Identify and secure funding, including grant writing and budget presentations;
c. Monitor and ensure compliance and reporting with requirements established by the funding sources, both contractual and grant funded;
d. Coordinate and ensure compliance with program performance audits by funders; e. Monitor revenue and expenses in conjunction with the CEO and the CFO; f. Gather and analyze statistical and performance data to ensure on-going evaluation of the program’s effectiveness, prepare reports and summaries;
g. Represent the interests of Tompkins and Cortland Counties with local, state and federal policy makers. Participation in CCRR network activities and planning; h. Perform agency-wide personnel and administrative duties as assigned by the CEO; serve as a backup in the absence of the CEO or other managers.
2. Supervision and Staff Relationships
a. Oversee the activities of the CCRR staff. Provide training, support, supervisory review and back-up to staff;
b. Conduct performance assessments and assist with professional development planning with staff at least annually;
c. Work as a member of the Management Team; coordinate closely with the Family Services program;
d. Participate and lead regular staff meetings and case conferences; attend occasional Board meetings, in-service and other team meetings as needed;
e. Represents the Child Development Council and CCRR in the community through collaboration with local and state partners.
3. Services Coordination
a. Provide direct services to prospective providers, legally exempt providers and registered providers on a limited basis, as needed;
b. Coordinate the services of Child Care Resource and Referral with other human service programs including but not limited to the Department of Social Services, NYS OCFS, Early Care and Learning Council, area health care professionals, child care programs;
c. Advocate for provider and parent needs;
d. Support ad-hoc committees of the Board of Directors, in coordination with the Family Services Director, as assigned.
COMPENSATION:
Starting Salary Range: $49,000 - $55,000, based on education, credentials, and/or experience.
