A 501(c) non-profit organization, SCS has 4 locations in Baltimore City and the surrounding three counties, including multiple counseling offices. We are the on-site mental health provider at the Child Advocacy Centers (CAC) in Carroll, Harford, and Howard counties. We are also the identified comprehensive domestic violence provider for Carroll County.

Position Overview

SCS seeks a Chief Program Officer (CPO) to lead an effective growth strategy and develop a vision for current and future programming in cooperation with the Chief Executive Officer (CEO) and leadership team. The position will lead overall programmatic strategy by fostering strategic alliances, guiding internal and external communication, leading strategic growth initiatives, and implementing process improvements towards that goal. The CPO works to ensure that all stakeholders (employees, partners, supporters and clients) understand SCS’ strategic programmatic direction and goals. The CPO will translate the vision of the CEO and senior management team into immediate results through the development of actionable goals, meaningful data and measurable impact. The CPO will drive decision-making and program development that creates immediate change within the organization while also laying the groundwork for mid-term and long-term success. The CPO will liaise with the Board of Directors’ program and development committees.

Specific areas of responsibilities include:

Program Development

  • Identify trends and major changes in the internal and external environment and develop strategies in conjunction with the CEO and CFO to position the organization for continued growth and relevance.
  • Identify service gaps that SCS is uniquely positioned to address and continuously utilize best practice research to guide funding proposals, strategy, programs, services and interventions.
  • Manage economic and financial viability of the agency programs by using sound management, financial and human resource strategies.
  • Provide overall direction for decisions involving services, utilization, training and technical assistance, evaluation, continuous quality improvement, compliance, risk management, electronic health record management, and other deliverables.
  • Use, develop and continuously refine data driven matrixes to assist the board, CEO and agency leadership in deploying impactful programs that demonstrate improved outcomes for clients in an efficient manner.
  • Assist in the development, implementation and refinement of the agency’s electronic health record system designed to meet integrated healthcare standards. Create processes and reports for CEO, leadership, management and all team members to guide decision-making grounded in actual data.
  • Expand access to mental health and case management services utilizing telehealth and patient portal components of the electronic health record system.
  • Work with the Deputy Chief Program Officer to explore appropriate structures and synergies across the organization to increase access and create a seamless continuum of care for clients seeking services.
  • Make recommendations to senior management regarding program development, program expansion, program dissolution and expanded partnerships.
  • Discover innovative ways to increase revenue by eliminating wasteful practices and expediting service delivery.
  • Lead and supports the Board and senior leadership in development and implementation of policies and procedures as they pertain to programs.
  • Ensure program compliance with all relevant laws, policies and regulations.
  • Articulate the mission in a clear and concise way that inspires team members and constituents at all levels.
  • Communicate the agency’s strategies and goals to external sources and internally to all personnel.
  • Lead and drive the development of program marketing materials consistent with brand, including web site, publications, video productions and social media.

Program Compliance

  • Responsible for oversight of all SCS services and programs through the development of strong Performance and Quality Improvement (PQI) and Care Coordination teams and continual measurement of program outcomes against performance metrics. Oversees monitoring and quality assurance of program performance to ensure improved client outcomes, cost-effectiveness, program compliance, consistency with all local and federal licensing standards, and professional ethics.
  • Assess all programs from service delivery to administrative activities to make sure that they align with agency goals, are efficient, effective and striving for excellence.
  • Educate the management team and staff about compliance, operational compliance issues, risk issues related to the agency's lines of business and appropriate details of the compliance program.
  • Serve as the agency's HIPAA Privacy and Security officer.
  • Create and maintains documentation systems and processes as needed to track, trend and manage compliance notifications, issues, corrective action plans, audit results, etc.
  • Convene the agency's Critical Incident Review Committee when needed and take primary responsibility for any needed investigation and reporting.
  • Ensure corrective actions are adequate and implemented for all identified compliance deficiencies.
  • Maintain a detailed knowledge of contractual requirements and state and/or county contract requirements.
  • Ensure program billing compliance with federal and state laws and they are designed to prevent and detect and correct and any associated fraud, waste and/or abuse.
  • Ensure that all systems are up to date in diagnostic and service code billing practice.
  • Work with senior leadership team to ensure compliance from the Board of Directors, management and employees.
  • Promote compliance through effective policies designed to maintain an ethical culture at SCS.
  • Coordinate responses to regulatory inquiries, records requests.
  • Implement and conduct specifically tailored compliance education sessions to address key issues, train new staff and keep senior management and all other relevant employees apprised of changes to the regulatory environment.
  • Participate in other project management and compliance activities as assigned to meet agency objectives and requirements.
  • Promote awareness related to information privacy and security and enforce compliance with applicable state and federal laws.

Community Relations and Advocacy

  • Participate in the development, implementation and management of external partnerships
  • Promote and advocate SCS’s mission and values.
  • Build positive relationships with partner organizations, policymakers, media, and others.
  • Represent the organization by participating in key associations and organizations, serving on committees and advisory groups, and speaking in public settings.
  • Collaborate with program directors to utilize data assessment to develop or enhance services and partnerships.
  • Articulate the mission in a clear and concise way that inspires team members and constituents at all levels.
  • Communicate the agency’s strategies and goals to external sources and internally to all personnel.
  • Ensure appropriate representation of SCS by all employees.

Fund Development

  • Collaborate with administration and other departments within SCS to prepare grant applications and funding proposals as appropriate.
  • Analyze and implements financially viable business opportunities that align with the needs of low-income communities.
  • Ensure all fund raising efforts are coordinated with SCS’s administration.
  • Evaluate clinical, efficiency, fiscal, productivity and quality outcomes of the Programs and designs and implements quality and other improvement activities.
  • Participate in strategic planning and implementation of all SCS programs and services.
  • Work with CEO to coordinate and manage the grant submission process to support agency annual fundraising efforts.

Requirements and Qualifications

This position is a challenging and rewarding opportunity that requires a diverse set of skills and experiences. While we understand that no single applicant can possess every skill listed below, qualified candidates will likely possess many of the following:

  • Graduate of an accredited College or University with a master’s degree in social work, nonprofit management, public administration, education or related field.
  • 10+ years of progressive leadership experience overseeing operations, finances, and strategic planning, preferably in a nonprofit or other mission-oriented setting.
  • Demonstrable supervisory experience and ability to build managerial capacity among direct reports and other team members.
  • Advanced business acumen, including strategy-level experience in finance and accounting, administration, and talent management.
  • Excellent organizational and project management skills. Takes an entrepreneurial approach to organizational development.
  • Strong written and oral communication skills. Able to distill complex information for multiple audiences with clarity, discretion, and high emotional intelligence.
  • Demonstrated experience in change management, including leading and implementing strategic and operational plans with the ability to build consensus, make tough decisions, and ensure clarity around organizational goals and performance expectations.
  • A strong orientation toward developing and maintaining systems, standard operating procedures, management processes, and office policies. Demonstrated success guiding process improvements and change management strategies.
  • A high level of emotional intelligence, integrity, cultural sensitivity, and interpersonal skills; effectively engages and influences key stakeholders and decision-makers.
