Under general direction, leads the day-to-day operations of the Office of the Chief Investigator (OCI) to enhance its overall effectiveness in the delivery of oversight services and initiatives in alignment with the City Charter and the Board of Police Commissioners (BOPC) Bylaws. Supervises all OCI Employees in the performance of their duties in accordance with the City Charter and the Board's Bylaws. Accepts, reviews, and evaluates all complaint investigations concerning the operation of the Police Department to ensure that the Board members perform their duties as outlined in the City Charter.

As a charter-mandated executive for the Board of Police Commissioners, the Chief Investigator is responsible for the overall performance of the Office of the Chief Investigator and day-to-day operations of the Office of the Chief Investigator. The Chief Investigator serves at the pleasure of the Board and reports to the Board (“Board” or “BOPC”) who has charter mandates of supervisory control and oversight of the Detroit Police Department and the Secretary to the Board.

Examples of Duties

  • Supervise and evaluate all OCI staff, which includes but is not limited to implementing a training curriculum for all investigators and evaluating the performance of investigators and support staff.
  • Perform annual staff evaluations and prepare staff corrections plan.
  • Notify the Secretary to the Board of all disciplinary actions related to OCI Staff.
  • Oversee the receipt, processing, and investigation of citizen complaints.
  • Develop and maintain the citizen complaint case management system.
  • Identify and provide timely information to the Board of Police Commissioners and the Chief of Police (or designee) regarding patterns of conduct or trends requiring intervention and/or risk management strategies involving DPD Members and/or operations.
  • Act as the intermediary for the Board with other agencies receiving complaints against the Detroit Police Department. Those agencies include the Mayor’s Office, City Department of Human Rights, Office of the Ombudsman and the Department of Civil Rights.
  • In consultation with the Board, review, research, analyze and make recommendations for changing or establishing police department policy based upon information received in the OCI.
  • Provide an Annual Report to the Board which details citizen complaint data, allegations and related findings.
  • Maintain/revise the Standard Operating Procedures of OCI with the approval of the Board and the BOPC Secretary to the Board.
  • Attend Board meetings and/or represent the Board at any other pertinent meetings or events including Police Academy training, local police-community relations’ meetings and other meetings assigned to the OCI.
  • Provide weekly OCI Administrative updates to the Secretary to the Board for the Board’s consideration.
  • Perform other functions as directed by the Board of Police Commissioners and Secretary to the Board. The Chief Investigator reports directly to the Secretary of the Board.

Minimum Qualifications

Qualifications (required):


  • Bachelor’s Degree in Public Administration; Business Administration; Criminal Justice; Human Resources; or related fields.
  • Applicant must not have been an employee, elective, nor appointive officer of the City of Detroit within three (3) years prior to consideration of appointment.
  • Minimum of eight (8) years combined experience in the following areas: investigation, supervision/management, database management, and labor and employment relations.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Qualifications (preferred):
  • Master’s Degree in Criminal Justice; Law Enforcement; Public Administration; Business Administration; Human Resources; or related fields preferred.
  • The ability to sign or speak a foreign language.
