CHAT Mobile Assessment Specialist Job at El Programa Hispano Católico
El Programa Hispano Católico (EPHC) is seeking a Full-Time CHAT Mobile Assessment Specialist. The Mobile Assessment Specialist is part of the Coordinated Housing Assessment Team (CHAT) that engages and assesses people experiencing homelessness for housing resources. The program is delivered through a partnership between Urban league of Portland (UL), Transition Projects (TPI), Native American Rehabilitation Association (NARA) and El Programa Hispano Católico (EPHC). Partners provide street and site-based outreach/engagement, coordinated access assessment, provides participant assistance to support people to available housing resources, and supports with getting participants document ready. Most participants served through this project are Latinx individuals and families underserved and not accessing main-stream housing and support resources; there is specific emphasis on improving the equitable access to services for people of color and underserved over-represented populations.

Qualifications:
- Must be bilingual (Spanish/English) and bi-culturally competent.
- Ability to communicate concisely and effectively, both verbally and in writing in Spanish and English.
- Experience and knowledge working with a broad range of barriers affecting Communities of Color.
- Experience or knowledge of housing disparities with underserved communities.
- High level of attention to detail and accuracy.
- Intermediate skills in Microsoft Office programs (including Word, Excel, Outlook, and PowerPoint).
- Ability to maintain a flexible schedule as needed for occasional evenings and weekends.
- Ability to work well in a team setting, as well as independently.
- Ability to take initiative and prioritize tasks, good time management, problem prevention, and problem-solving skills.
- Successful completion of civil, criminal and/or motor vehicle background checks.
- Ability to support organizational and program specific mission and goals.
- Requires both in-person and remote work.
Essential Duties:
- Recruit program participants from community outreach in local food pantries, county clinics, local hospitals, schools, community centers, communities of faith as well as internal referral efforts.
- Provide mobile community response and outreach to families experiencing homelessness
- Perform VI SPADAT assessment and data entry.
- Engage participants using Assertive Engagement, Trauma informed and strength-based models.
- Organize and maintain records and documentation per agency and contractual requirements in a confidential manner.
- Enter participant data in Service Point according to agency and contractual requirements.
- Enter participant data and case notes in Sales Force according to agency requirements.
- Adherence to El Programa Hispano Católico policies and procedures.
- Participate in training and coordination meetings as requested by Supervisor.
- Keep organized budget and proper documentation for client assistance when available.
- Other duties and responsibilities as assigned.
COMPENSATION: Pay rate is $22-$24/hr DOE.
