Distinguishing Features of the Class:

Provides advocacy for victims of crime throughout Albany County and city courts to the District Attorney’s Office. Assists crime victims and their family members with the completion of compensation claim applications and evaluates each case to determine other forms of assistance required. Caseworker intakes crime victims to document incident information and determine appropriate referrals and services to provide. Work is performed under the general supervision of the Supervising Crime Victims Caseworker. Does related work as required.

Typical Work Activities:

  • Provides trauma informed crisis intervention for the emotional support of crime victims;
  • Intakes crime victims to determine type of assistance to provide;
  • Assesses victims’ needs and refers victims to appropriate human services agencies for assistance such as counseling, medical and legal services, housing, etc.;
  • Educates crime victims to help them understand court proceedings, criminal charges and family court petitions;
  • Advocates for the crime victim/s in local and outlying criminal court, family court, and with the District Attorney’s office;
  • May assist victims in filing family court petitions, restitution requests, other court related documents, etc.,
  • Assists victims in filing NYS Office of Victim Services (OVS) claims to receive compensation for crime related losses;
  • Advocates and aids clients who are victims of domestic violence and other interpersonal violence;
  • Records information from local crime reports and prepares reports of services provided; · Arranges meetings with victims in the office, courts, and police stations and accompanies victims to such meetings;
  • Participates in scheduled volunteer training sessions and contacts volunteers when needed;
  • Represents agency at meetings with the public or professional groups concerning crime victims;
  • Maintains case files and reports and inputs data in the agency database in a timely manner; ·
  • Keeps records and makes reports,
  • Other duties as assigned.

Full Performance, Knowledge, Skills, Abilities and Personal Characteristics:

  • Working knowledge of the criminal justice system;
  • Working knowledge of information collection techniques such as obtaining information through structured forms;
  • Working knowledge of human service agencies and services provided by various agencies;
  • Working knowledge of the dynamics of victimization that includes domestic violence, sexual violence and interpersonal violence;
  • Ability to learn and apply the working procedures and operations of the criminal justice system, family court system;
  • Ability to compile and enter data;
  • Ability to assist in the preparation of various forms;
  • Ability to establish and maintain good working relations with others;
  • Ability to communicate and present crime victim information to groups of individuals;
  • Ability to exercise good judgment and demonstrate compassion and sensitivity;
  • Physical condition commensurate with the demands of the position.

Minimum Qualifications (either):

A. Graduation from a regionally accredited or New York State registered college or university with at least a Bachelor's Degree in criminal justice, human services, psychology, sociology or closely related field; OR,

B. Graduation from a regionally accredited or New York State registered college with an Associate’s Degree in criminal justice, human services, psychology or sociology and two (2) years of advocacy experience

Special Requirements:

Eligibility for and possession of a driver's license issued by the State of New York.

Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
