Job Description

GDIT is seeking a Business Process Facilitator to support National Institutes of Health (NIH) activities in the Bethesda area. As a Business Process Facilitator, you will support the NIH Office of Management (OM) Administrative Systems Technology Officer (ASTO) in undertaking a multi-year effort to implement a large-scale OM data strategy and governance program.

This position is an internal and external customer-facing role that works directly with leadership, stakeholders, business management teams, and technical management teams to build relationships with stakeholders and exceed their expectations.

You will serve as a liaison between the ASTO and NIH stakeholders to review and analyze business system and software application portfolios to facilitate recommendations of resource investment, modernization, or phase-out. Other responsibilities include, but are not limited to, support for change management activities for NIH, support for project management activities, and administrative support.

HOW A BUSINESS PROCESS FACILITATOR WILL MAKE AN IMPACT:

  • Gather requirements, develop rationalization criteria and questionnaire, coordinate interviews for data collection, analyze data and categorize portfolio based on analysis
  • Present findings to stakeholders, and document processes and lessons learned
  • Lead the development of rationalization approach and framework in cooperation with internal partners
  • Lead the development of rationalization dashboards in cooperation with internal partners
  • Ensure framework for rationalization fits customer needs and is set up in a sustainable, continuous model that can be handed off to the customer to perpetuate once initial implementation is completed
  • Create and integrate project plans and support Federal oversight of content digitization activities and advise on integration with the NIH’s overall Electronic Records Management architecture and its component IT systems


WHAT YOU’LL NEED TO SUCCEED:

  • Education: Technical Training, Certification(s) or Degree
  • Minimum of five years related experience
  • Minimum of three years experience in planning and implementing IT solutions from diverse software platforms across large and diverse organizations
  • Familiarity with the principals and planning necessary to conduct portfolio management and application rationalization (e.g., the Gartner TIME model)
  • Familiarity with Project Management Institute (PMI) project management tools, techniques, and documentation with the ability to prescribe those into adaptable and flexible project plans
  • Experience with communications and customer engagement for enterprise-wide software platform applications
  • Experience contributing to change management and project management plans on large-scale projects
  • Excellent Business Case development capabilities to include risk identification and risk management
  • Ability to acquire Level 5 Public Trust

Required Skills and Abilities:

  • Ability to communicate effectively
  • Ability to lead discussions with NIH executives and systems and business owners
  • Must have with strong facilitation skills
  • Ability to exhibit professional diplomacy, while effectively relating to people at all organizational levels internally and externally
  • Must be proficient in the use and integration of Microsoft M365 applications; specifically, Outlook, Teams, Word, Excel, Planner, Lists, Forms, and PowerPoint

Preferred Skills:

  • Minimum of two years or more direct experience working with NIH or other federal agencies within HHS
  • Experience with IT Infrastructure Library (ITIL) processes for ITSM
  • Familiarity with Agile, SAFe, SDLC and other IT benchmarks for ITSM delivery
  • Literacy with and the ability to ensure compliance with Federal requirements for accounting, record-keeping, project management, security, and other regulatory requirements

  • Location: Hybrid - Position is primarily remote
