Overview:
The Building Plan Reviewer is responsible for reviewing all building plans submitted for a permit. Their primary responsibility is to verify that the documents submitted are complete and meet all the requirements of the City building codes. This is a critical role for code compliance and to ensure that construction details are clearly conveyed out in the field. Once the Building Plan Reviewer has determined that the construction documents are complete and after all other disciplines have signed off, only then can a building permit be issued. Attendance at weekly Development Meetings and interaction with the public in person, or via phone or email, is also a requirement for this position.
Essential Duties and Responsibilities:
The Building Plan Reviewer has five (5) basic responsibilities:
- Verify that all required construction documents have been submitted.
- Thoroughly review the construction documents for accuracy and code compliance.
- Notify the permittee of any deficiencies noted on the submitted construction documents.
- Must be able to work collaboratively with all the other reviewing disciplines and staff.
- Must be able to effectively communicate with the public.
Detailed Workflow:
The primary responsibility of the Building Plan Reviewer is to review construction documents submitted for a permit related to vertical structures such as buildings, decks, pools, accessory structures, etc. They determine whether or not all construction documents have been submitted and meet all the requirements of the City building codes.
Once drawings are submitted by the permittee in PDF format and the plan reviews have been assigned by the Permit Review Coordinator in Energov, the Building Plan Reviewer will open Manage My Reviews within Energov and begin their plan review process. The Building Plan Reviewer will utilize Bluebeam to review the construction documents and make any necessary comments directly on the individual sheets using Bluebeam.
The Community Development Department currently uses a color-coded method of annotation to better assist the permittee’s design team with determining which comments are relevant to the specific design professional charged with that portion of the construction documents. This was done in an effort to minimize confusion and expedite the review process. The Building Plan Reviewer shall annotate all their comments in Blue.
If it is determined that a submittal requires revisions, the permittee will be notified and allowed to resubmit a new complete set of revised drawings with all the revisions clouded. Once a complete resubmittal is submitted, the review process will begin again. Once the construction documents have been approved, an approval stamp will be applied to the construction documents at which time the permit may be issued.
Minimum Requirements & Advancement Opportunities:
There are three levels of advancement within the Building Plan Reviewer classification:
Building Plan Reviewer I: This is an entry level position for the Building Plan Reviewer classification. This position is for individuals with limited experience in the building plan review process and for those individuals that do not have an ICC Plan Reviewer certification nor a professional license as an architect or engineer.
Building Plan Reviewer II: This is a mid-level position for the Building Plan Reviewer classification. This position is for individuals who have obtained their ICC Plan Reviewer certification and/or who are a licensed architect or engineer. This individual shall have at least five (5) years of building plan review experience or equivalent design or construction experience. This position requires a demonstrated understanding of identifying various construction documents, an understanding of various construction techniques and an understanding of the building code requirements. This position requires good communication skills to effectively convey the deficiencies noted on the construction documents back to the permittee so that they can easily identify and address the items noted.
Building Plan Reviewer III: This is a senior-level position for the Building Plan Reviewer classification. This position is for individuals who have obtained their ICC Plan Reviewer certification and/or who are a licensed architect or engineer. This individual shall have at least ten (10) years of building plan review experience or equivalent design experience. This position requires a mastery of identifying various construction documents, a thorough understanding of various construction techniques and an in depth understanding of the building code requirements. This position requires excellent communication skills to effectively convey the deficiencies noted on the construction documents back to the permittee so that they can easily identify and address the items noted. This position requires little to no supervision and can mentor the Building Plan Reviewer I/II.
