SUMMARY
Provides overall leadership and management for the Building Department including zoning, building, inspection, permitting, licensing, and site compliance functions. Serves as Martin County's Building Official. Is an active and contributing member of Martin County's Leadership Team. Reports to the Deputy or Assistant County Administrator as directed.

This position may require you to have a take-home vehicle for purposes of responding to departmental emergency situations. An employee is covered under the County’s auto insurance policy when operating the vehicle in the scope of his or her employment. Employees are encouraged to purchase a rider of endorsement to their personal automobile policy to provide coverage for operating a County vehicle for personal use including driving to and from work.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.

ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES
Administers, supervises, directs, enforces or performs the permitting and inspection of the construction, alteration, repair, remodeling, or demolition of structures and the installation of building systems within Martin County's jurisdiction to ensure compliance with the Florida Building Code and other codes required by state law or county ordinance.

Performs all Building Official/Building Code Administrator duties required by state law and Martin County Code.

Recommends code revisions as necessary. Participates in various building and examining boards as assigned. Investigates complaints and resolves difficult problems.

Trains and coordinates inspectors in the enforcement of the adopted codes and regulations.

Ensures required inspection reporting and record keeping. Provides support to the Construction Industry Licensing Board (CILB).

Leads and manages the Building Department.

Ensures that the department operates efficiently and effectively.

Directs, supervises, and evaluates subordinates.

Develops staff to maximize their effectiveness.

Is personally responsible for the professional and fiscal integrity of the Building Department.

Seeks opportunities to continuously improve department operations and their value to the public.

Ensures that the Building Department provides exceptional customer service.

Ensures financial accountability and responsibility throughout the department and its operations. Maintains records as required by law.

Actively participates as a member of the Martin County Leadership Team.

Provides professional advice to the County Administrator.

Actively seeks opportunities to contribute to the strength and effectiveness of the organization and Martin County's organizational culture.

Represents the County Administrator when requested.

Performs additional duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Expertise in all aspects of construction and applicable codes.

Extensive knowledge of all construction related codes including the building, electrical, plumbing, accessibility, and land use codes and the Florida Building Code.

Knowledge of the practices, methods, and materials of the building trades.

Knowledge of county zoning regulations.

Ability to read and interpret construction plans and blueprints.

Ability to maintain effective collaborative working relationships with staff, contractors, professionals and the public.

Ability to compile organizational data and develop appropriate reports.

Ability to speak and write effectively.

Ability to effectively lead and manage subordinates.

EDUCATION AND EXPERIENCE
Bachelors degree in building construction, engineering, architecture or related field and minimum 7 years responsible administrative experience in building construction or related public experience including 4 years of supervisory experience. Exceptional leadership and professional experience may substitute for education. Must be certified as a Building Code Administrator by the State of Florida (FSS 486).

CERTIFICATES, LICENSES, REGISTRATIONS:
Must be certified as a Building Code Administrator by the State of Florida (FSS 486).

Professional registration as an architect or engineer in the State of Florida is desirable. A valid Florida driver's license is required.
