This position is a security officer responsible for maintaining day-to-day order, protection, and security operations ensuring the safety of visitors, Judges, employees, and the general public who visit the District Court. Responsible for preparing courtrooms for session, maintaining order in the courtroom, and operating courthouse metal detectors to screen the general public and visitors. Assist with evacuation and reentry during emergency situations. Bailiffs are considered essential personnel and are subject to call-in during emergencies and staffing shortages. With building closures, Bailiffs are required to remain at their post until relieved of duty by proper authority. Follows the State of Maryland District Court Security policies and procedures.
Education:
High school diploma/GED and MUST have successfully graduated from a certified/accredited police training academy.
Experience:
For Baltimore City candidates only: One (1) year of experience as a military police officer, one (1) year of experience as an armed security officer with or without arrest powers, OR one (1) year of law enforcement experience as a police officer (not to include time spent in police training academy) at a federal, state, or local law enforcement agency (equivalent to a Maryland Police and Correctional Training Commissions Certified police officer) AND successful completion of the required training program/probationary period.
Requirements:
Bailiff applicants will be required to furnish a letter of good standing from their employer (law enforcement agency) to be eligible for further consideration. A delay in providing this required documentation will result in a delay in consideration for hire. The letter of good standing must include verification that the applicant was a sworn law enforcement officer, provide the separation date, and must provide confirmation that the applicant left the agency in good standing. A sample letter of good standing can be provided, upon request.
Bailiffs must be able to successfully obtain and maintain licensing/certification in the following areas: Special Police Commission and Maryland State Handgun permit, both within 6 months of hire date; and licensing for all less lethal devices (OC spray); AED/CPR certification. Bailiffs must be able to successfully pass an initial pre-employment medical screening and a medical screening every 3 years once employed (fitness for duty). A pre-employment reference check will be conducted by the District Court Security Office. An at will status contract will be issued at the time of hire.

Knowledge of:

- Maryland Criminal Statute and laws of arrest.

- Customer and public service and handling problems courteously, tactfully, and patiently.

- Maintaining order and enforcing rules.
- Implementing defensive and offensive tactics as they relate to subduing disorderly or disruptive individuals.
- Usage of firearms, OC spray, and handcuffing techniques.
- Recognizing emergency medical situations and administering first aid and CPR.
- Usage of standard office equipment, computer equipment, and computer applications.

- Recognize and diffuse situations by taking prompt and appropriate action.

- Provide assistance, guidance, and direction to others in a polite, calm, controlled, professional, and efficient manner.
- Exercise tact, diplomacy, and impartiality while dealing with the general public, law enforcement personnel, and attorneys.
- Resolve unusual and/or complex situations in accordance with established procedures or assist others in resolving instances requiring deviation from standard procedures.
- Communicate clearly, tactfully, and effectively with Judges, the general public, police agencies, attorneys, and other court officials and personnel.
- Perform all essential functions of this position and pass a medical screening every three years (fitness for duty).
- Obtain and maintain a special police commission and MD handgun permit and complete all required training.
- Recommend modifications to improve procedures and practices.
- Use standard office and business equipment including, but not limited to, personal computers for emails and timesheet completion.
- Implement the District Court and building evacuation procedures.
Physical Demands:
Work requires frequent physical effort such as standing and walking for eight hours daily and requires the physical ability to restrain and/or detain individuals. A physical examination is required. Ability to exercise independent judgement. Ability to exercise tact under pressure or in difficult situations with the public and diffuse situations in which parties may be hostile and in conflict with each other. Ability to recognize dangerous situations. Ability to perform all the essential functions of the position.
