AVP Community & Government Relations (Hybrid) Job at Illinois Health and Hospital Association
Main Function
Advocate on behalf of IHA members with local elected officials and staff, including in City of Chicago, Cook County, collar counties and other local units of government and outside entities to advance IHA’s advocacy agenda. Assist and advise IHA’s Government Relations team on state and local government matters to achieve our core advocacy deliverables.
Community Relations Responsibilities
- Assist the government relations, policy and communications teams to develop advocacy materials, member kits, testimony or other information to advance IHA’s advocacy priorities.
- Create and deliver advocacy presentations, both oral and written (including PowerPoint) to IHA staff, IHA member and other external groups.
- Lead the development of the Local Advocacy Agenda and related sections of any IHA government relations reports.
- Regularly attend Board and Council meetings of city, county and other regional government bodies.
- Represent IHA and its members at community and industry related meetings as directed.

Government Relations Responsibilities
- Draft and analyze proposed legislative and regulatory changes within the Legislative and Executive branches of the state government that impact hospitals and health systems.
- Assists with the formulation of appropriate state legislative, regulatory and policy positions for the Association.
- Assists with the preparation of briefing memoranda on legislative and regulatory initiatives.
- Assists with the preparation of position papers on IHA’s state legislative and regulatory initiatives.
- Advocate on behalf of IHA hospital members with legislators, legislative staff, state agencies and outside entities, as needed, to promote IHA’s advocacy agenda.
- Draft and analyze legislation.
- Monitor administrative rules and regulations.
- Present testimony before legislative committees.
- Organize Lobby Days for member engagement with legislators and/or Governor’s Office including working with government relations, policy and communications staff to develop “lobby day” kits; schedule legislative meetings, receptions and/or dinners.
- Organize events for legislators, the Governor or other key leaders to provide forums for IHA’s advocacy messages.
- Assist the Government Relations and Communications staff in management of bills, hearing notices and schedules, preparation of documents for member briefings.
- Assist in the planning and coordinating of education and grassroots advocacy focused meetings with legislators and IHA.
- Assist with the management and direction of contract lobbyists.
- Other duties as defined.
Qualifications
Graduate degree in related field, prefer Juris Doctorate with license to practice in Illinois. Minimum five years legislative or executive branch experience in local or state government. Proven leadership skills. Experience working with senior level executives. Knowledge of issues impacting hospitals or healthcare, required. Self-motivated, independent critical thinker who is also comfortable working in a collaborative team environment. Excellent verbal and written communications skills and the ability to communicate clearly and persuasively. Strong relationship-building skills. Ability to provide presentations in person as well as in virtual formats. Chicago based position with routine travel to Springfield during legislative session, required. Weekly presence in an IHA office is required.
