The Associate Vice President (AVP) is a critical position within the Residential and Housing Program to support the implementation of evidence-based models and collaborate in the development of the clinical structure to ensure programs are compliant with the respective city, state, and federal regulations. The AVP will collaborate with the VP of Residential and Housing and provide general oversight of all programs. The AVP will supervise key areas such as ensuring the healing homes are operating in compliance with the QRTP expectations of ACS and OCFS; the Children Community Residences are providing enhanced services and aligned with OMH rules and regulations; the SILP contract is operating pursuant to ACS and OCFS guidelines to ensure the safety of youths, in providing services to ensure stability and transition from foster care to appropriate and stable housing; and ensuring that supportive housing programs are utilizing best practice approaches to help clients thrive successfully in the community. The AVP will collaborate with the VP on RFPs and strategic planning for programs and expansions.
The AVP will work closely with other departments within HSVS, and external stakeholders such as ACS, OCFS, OMH, DOHMH, HUD and many more. The AVP will be expected to create a calm, trauma-informed environment, and use a non-judgmental, strengths-based, and collaborative approach to working with team members, youths, tenants, and families.
The ideal candidate should be able to demonstrate a track record in meeting quality assurance and efficiency, targeted outcomes and high performance. Demonstrated success in effectively motivating, engaging, and inspiring teams.

Overall Job Duties and Responsibilities:*
- Ability to lead the development of policies and procedures to enhance service deliveries and meet the required mandates.
- Work closely with programs proactively to ensure the achievement of goals and objectives.
- Monitor compliance with corrective action plans and communicate feedback in a timely manner.
- Collaborate with VP on the strategic implementation of initiatives to enhance program structure and optimized service delivery.
- Engage families and youths through outreach utilizing multiple strategies, such as community events, focus groups, and individual meetings to help in achieving person-centered goals.
- Identify and collaborate on ensuring staff receive timely training; facilitate relevant training.
- Ensure best practice approach is prioritized in the delivery of services and documentation.
- Facilitate interdisciplinary meetings
- Develop strategies to ensure programs are audit ready.
- Provide crisis intervention in a timely manner.
- Demonstrate visionary leadership.
- Provide consistent supervision.
- Assist with staff recruitment.
- Attend relevant meetings with stakeholders in collaboration with the VP of Residential and Housing Programs.
- Develop relationships with external partners to offer families and youths assistance with housing, financial support, educational resources, therapeutic services, and other important services to maintain stability.
- Partner with the home-finding department to identify foster homes, improve step-downs and work with the permanency team to successfully implement the milestone project.
- Ensure constant and consistent communication with families.

Knowledge, Skills and Abilities:*
- Master Degree required
- Full-time-35 hours per week with flexibility to work evenings, weekends and some remote days.
- Ability to navigate complex reunification and permanency issues, be resourceful, and work independently.
- Experience required with leading workshops and trainings.
- Flexibility with traveling to the five boroughs.
- Excellent verbal and written communication skills are a must.
- Computer Skills - excellent knowledge of Microsoft Office and databases including Microsoft Access.
- Operating Skills - flexibility in working on assignments, stays on task and meets deadlines, strong analytical skills, creative and critical thinker, and ability to stay organized. Experience and confidence with working with data, and ability to prioritize multiple responsibilities.
- Personal & Interpersonal Skills - self-motivated, team player, able to relate with teens, young adults and families navigating the child welfare system, able to manage stress, and able to see value in and promote diversity in others. Passionate about providing service. Ability to work collaboratively with internal and external partners. Engaging public speaker. Ability to manage events and workshops.
