Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Associate Director, BMORE Power, for a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Director, Public Health Strategic Initiatives.

The Associate Director, Bmore POWER (Peers Offering Wellness Education and Resources), oversees the strategic planning, development, implementation and management of services provided by Bmore POWER. Bmore POWER is a harm reduction program that supports the health and wellbeing of people who use drugs in Baltimore City through outreach, education, linkage to resources, participation in policy-making, and advocacy. The position oversees the budget and initiatives to grow and integrate the work of Bmore POWER into the organization as well as the network of supports available to people who use drugs. The position provides day-to-day management of and strategic guidance to Bmore POWER in collaboration with the Bmore POWER supervision team, outreach workers, and the director of public health strategic initiatives.

This position is funded by a grant from the Center for Harm Reduction Services at the Maryland Department of Health. This position is funded through June 2023, with the high likelihood for continued funding after that date.

Essential Functions

  • Leadership and Strategic Direction
    • Collaboratively develop a vision and implement a plan for how Bmore POWER can best support the health and wellbeing of people who use drugs in Baltimore City.
    • Engage in strategic planning in collaboration with internal and external partners to develop and implement strategies for enhancing program services, consistently aligning services with changing needs, and ensuring that the team structure suits the needs of the program.
    • Ensure that Bmore POWER work is grounded in principles of harm reduction and aligned with BHSB’s mission, vision, and values.
    • Provide leadership to and represent Bmore POWER in citywide and statewide initiatives related to the health and wellbeing of people who use drugs.
    • Plan, implement, integrate and manage syringe services as part of the team’s work.
    • Maintain knowledge of best practices in harm reduction and supporting the health and wellbeing of people who use drugs through ongoing professional development and building and maintaining relationships with internal and external colleagues and stakeholders.
    • Provide leadership to BHSB internal workgroups that advance organizational values, goals and objectives.
    • Implement relevant areas of BHSB’s strategic plan.
  • Team Management
    • Provide personnel management, supervision and support to staff on the Bmore POWER team, including direct supervision to the Bmore POWER Coordinators and Outreach Coach.
    • Oversee day-to-day activities and tasks of Bmore POWER staff, including staff recruitment, development, and performance monitoring.
    • Develop and support staff in management of Bmore POWER work, including formulating quality indicators and reviewing data to ensure benchmarks are met.
    • Collaborating with BHSB staff on contracting and budgetary requirements.
    • Provide appropriate guidance and support to Bmore POWER Outreach Workers. Respond to team members’ requests and needs in a timely manner.
    • Support the professional development of all Bmore POWER staff and ensure a consistently growing level of skills among staff by creating and implementing appropriate training plans.
    • Facilitate collaboration with internal and external partners to improve coordination of services.
  • Program Management
    • Support the Bmore POWER supervision team in continuously improving the quality of Bmore POWER services and incorporating principles of harm reduction into Bmore POWER’s work.
    • Manage and track requirements of the program and staff to ensure compliance.
    • Collaborate with colleagues to ensure that Bmore POWER logistics (e.g., time sheets and schedules) and supplies are well managed.
    • Develop and manage processes to ensure that appropriate records are kept of Bmore POWER activities.
    • Develop and manage processes to ensure that all reporting requirements are met (including reports required by the Center for Harm Reduction Services).
    • Ensure that BHSB maintains authorization from the Maryland Department of Health as an Overdose Response Program.
    • Ensure that all services (including naloxone distribution) are conducted in accordance with relevant laws and regulations.
    • Formulate quality indicators and review data to ensure benchmarks are met.
  • Budget and grant funding
    • Manage the budget for Bmore POWER in collaboration with the director of public health strategic initiatives and the grants accounting team.
    • Develop and manage processes to purchase outreach supplies and ensure appropriate distribution and tracking.
    • As appropriate, as needed and in collaboration with colleagues, seek funding for Bmore POWER work, including identifying funding opportunities, collaborating with programmatic and fiscal staff to determine if funding opportunities are aligned with BHSB’s organizational priorities and, if so, writing grant proposal.
    • Ensure appropriate and timely implementation and reporting of grant-funded activities.
  • Additional functions
    • Work effectively and collaboratively with others, both internally and externally.

    • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.

Education, experience and Skills

  • Bachelor’s degree or higher in public health, behavioral health, or related field.
  • 3-5 years of experience building and supporting community health programs, including leading diverse teams.
  • 3-5 years of experience in community health program implementation.
  • 3-5 years of experience training and building large, complex teams.
  • Proven experience developing, leading and supporting strategic and practical solutions that solve issues arising from managing a growing, diverse team.
  • Committed to a harm reduction approach: understands and operationalizes harm reduction principles throughout work.
  • Knowledge and familiarity with racial equity and inclusion principles: Recognizes ways that race and other identities intersect in the work. Comfortable talking about identities such as race, ethnicity, sexual orientation, class, ability, or gender in plain, specific terms. Understands the historical context for racial inequity and its present-day implications.
  • Highly organized and motivated: Has, or can create, a system for keeping tasks from slipping through the cracks. Able to juggle competing demands and prioritize without sacrificing quality. Plans backwards to meet deadlines. Asks for help when needed.

Supervisory Requirements: This position supervises 5 positions.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 50% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

COVID-19 considerations: BHSB receives federal funding for services and is therefore subject to Executive Order 14042. We require all new hires to be fully vaccinated against COVID-19, subject to a verifiable medical and religious exemptions which does not cause undue hardship in protecting those we serve and fellow employees.
