The NCDOR Procurement and Contracts Office is a unit within the Business Services and Support Division. The primary purpose of the NCDOR Procurement and Contracts Office is to establish and manage NCDOR's purchasing policy and procedure for procurement of goods and services, collaborate on strategic sourcing opportunities, oversee all procurement processes and administer agency contracts, in accordance with state laws, rules, regulations and procedures.

The key tasks and responsibilities of the NCDOR Procurement and Contracts Office are critical to the daily operational performance of the agency, interactions within the agency, and the communications with internal clients, vendors, the Department of Administration (DOA) Purchase and Contract, the Governor's Office, the Department of Information Technology, the DOA State Construction Office, and the DOA Historically Underutilized Business Office.

About the Position:
The primary purpose for the Associate Director of the Procurement and Contracts Division is to direct and oversee the purchasing and contracting activities, functions, programs and processes within the Agency for IT and non-IT goods and services. The individual develops and implements purchasing policies, procedures and guidelines and administers the procurement program.

Responsibilities of the Position:

  • Review of requisitions in the eProcurement System, determination of the best procurement method, management of the solicitation process, and approval of issuance of Purchase Orders.
  • Monitoring Direct Pay orders and invoicing of these orders, creation and ownership of procurement files, and monitoring pCard purchases to ensure procurement rules are followed and State Term Contracts utilized when required.
  • Implement effective and efficient strategies for procurement and contract processes such as participating on the Historically Underutilized Business (HUB) Steering Committee and finding ways to engage small businesses and HUB entities.
  • Ensure competitive bidding and contract development activities are conducted in an ethical and legal manner.
  • Work with State Procurement Officials to establish the appropriate delegation of authority necessary to meet the Department’s needs.
  • Oversees contract portfolio estimated at $29 million annually including contract execution, renewals, amendments, and extensions for IT and non-IT contracts.
  • Monitors contract end dates to ensure no lapse in receipt of goods or services; gaps in contracts or procured goods and services could negatively impact the agency’s ability to perform critical business functions.
  • Initiates new solicitations when contracts expire and no longer have renewal options.
  • Engages legal specialists within the team to ensure solicitation documents are legally sound and defensible prior to submission to the Department of Administration or the Department of Information Technology.
  • Directly supervises the professional and administrative purchasing and contract staff.
  • Facilitates team professional growth and development and identifies training opportunities to enhance staff skills and abilities.

  • Thorough knowledge in procurement and purchasing procedures and regulations of the State of North Carolina.
  • Thorough knowledge of automated procurement systems, e-commerce, e-procurement and material management related operations.
  • Thorough knowledge of economics, market conditions, procurement and supply management.
  • Ability to evaluate and analyze bids, coordinate selection activities and recommend award.
  • Ability to exhibit strong leadership and strategic thinking capability with a high level of negotiation skills.
  • Ability to perform risk analysis and recommend action to minimize risk.
  • Ability to manage supplier performance and cost objectives.
  • Ability to supervise procurement staff and serve as mentor/coach to procurement staff as needed.
  • Ability to investigate and resolve complaints from departments about contractual issues and from vendor regarding bid protest and contract awards.
  • Ability to perform cost and price analysis of commodities, services and equipment. Identifies total cost of ownership and/or life cycle cost analysis.
  • Ability to lead the execution of the strategic sourcing methodology for high-value, complex requisitions, collaborating with State Procurement and end-users as required / appropriate.
  • Ability to apply sound business judgment and work in a deadline-oriented environment.
  • Ability to develop of procurement strategies
  • Ability to identify sources of supply and provide assistance in facilitation of specification development and bid evaluation.
Management Preferences:
Completion of the North Carolina Procurement Manual Training Program within 1 year of hire.
Completion of the North Carolina Contract Administration/Monitoring Training Program within 1 year of hire.

Minimum Education and Experience Requirements

Bachelor's degree in business from an appropriately accredited institution and five years of progressive procurement experience, one year of which must be of a supervisory nature.

Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
