Position’s Role Summary:
Design and implement an Assisted Outpatient Treatment (AOT) program to demonstrate that AOT can be effective in improving treatment compliance and reducing the consequences of non-treatment. Oversee system coordination and legal compliance for assisted outpatient treatment under RCW 71.05.148 and RCW 71.34.755.
Summary of Essential Duties and Responsibilities:
- Will work with HCA AOT program staff to develop program requirements and best practices, policy, and procedures, and implement them within the Great Rivers BH-ASO region.
- Coordinate and collaborate with superior courts, contractors providing services to persons released on assisted outpatient treatment orders, and other stakeholders within the region.
- Attend and actively participate in HCA, ASO, and community meetings as required; provide training for community partners and present forums as required.
- Develop and implement a plan, with HCA, Regional ITA courts, AOT providers, and community stakeholders, to have a AOT program in operation by July 1, 2023.
- Provide notice to the tribe and Indian health care provider regarding the filing of an AOT petition concerning a person who is an American Indian or Alaska Native who receives medical or behavioral health services from a tribe within the state of Washington.
- Will coordinate with superior courts in the Great Rivers region to assure a process for the court to provide notification to Great Rivers BH-ASO of AOT petitions filed where the court has knowledge that the respondent is an American Indian or Alaska Native who receives medical or behavioral health services from a tribe within the state of Washington so that Great Rivers BH-ASO can complete a notification of that fact to the tribe or Indian health care provider.
- Monitor service delivery and compliance with court ordered treatment.
- Adhere to all Great Rivers BH-ASO’s Policies & Procedures.
- Identify and engage with the Region’s Accountable Communities of Health, local health jurisdictions, local behavioral health advisory committee, local and tribal law enforcement, and any other local or community-driven partner groups that oversee programs which could be complementary to the AOT.
- Memorializing partnerships through interagency agreements or Memorandums of Understanding (MOUs).
- Responsible for coordinating and providing technical assistance (TA) and training to providers on a daily/weekly basis during program implementation and bi-weekly/monthly during the operational phase.
- Gather, track, and compile statistical data. Create and assist with preparing standard and specialized reports, presentation, and charts.
- May prepare information for or present to advisory boards, governing board, or other community meetings.
- Investigate and resolve administrative problems related to contract required service delivery. Respond to inquiries from internal and external sources and produce written and verbal reports on administrative and policy subjects, as assigned.
- Assist and collaborate with agencies, providers, and other stakeholders through committees, workgroups, consultations, and audits to maintain good relations and achieve optimum outcomes for services and contract requirements.
- Participate in regular program and contract compliance audits.
- Monitor scope, intensity, and duration of services provided through utilization review. Develop reports and other data tracking methods to effectively monitor systems and outcomes.
- Provide clinical and administrative technical assistance to provider agencies to facilitate compliance with contracts and quality service to individuals.
- Participate in the development of policies and procedures to reflect State and Federal requirements.
- Submit reports to Washington State Health Care Authority (HCA) and other required deliverables.
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelor’s Degree in a clinical, human services, or related field.
- At least two (2) years’ experience working with the target population preferred.
- Experience in project design, implementation, and management, as well as community education and engagement.
- Proficient in computer use and applications commonly used or applied in this field/trade/position such as Microsoft Office software and capacity to learn use of care management software.
- Possess and maintain a valid driver’s license. Pass and maintain a clear background record as required by contractual requirements for healthcare organization under state and federal contracts.
Required Skills and Abilities:
- Working knowledge of current best practices/research-based treatment in case management, mental health, and SUD. The AOT Coordinator will be selected based on their complementary knowledge of the following clinical areas: understanding of substance use and mental health disorders; principles and practices regarding person-centered planning; recovery and resilience; Harm Reduction; Stages of Change Model; Motivational Interviewing; serious mental illnesses for adults, elders, and transition age youth, and serious emotional disturbance for children; trauma-informed care; family and home-based interventions for children; age and cultural competencies and racial equity; and knowledge of medication assisted therapies for integrated treatment approaches for co- occurring mental health conditions.
- Knowledge or ability to learn the principles and practices of Washington State public sector mental health and SUD service systems, and the ability to understand and apply the relationship between regulations and organizational policy and processes.
- Capacity to effectively work in a collaborative team and diverse work environment, and coordinate and organize groups and meetings to accomplish goals and tasks.
- Capacity to effectively work in a multi-task environment, prioritizing tasks properly, and completing tasks/projects in a timely manner.
- Ability to develop and maintain effective working relations with co-workers, clients, other agencies, contracted providers, and the public, and foster collaborative relationships with providers and partner agencies.
- Ability to work well independently, learn quickly, and adjust work assignments in response to changes.
- Capacity to exercise good judgement, maintain confidentiality, and handle sensitive information with utmost discretion.
- Proficiency in the development of professional oral and written communications. Prepare effective reports and presentations to diverse audiences, such as the public and clients, elected officials, government and non-profit entities, special interest/community groups, and colleagues. Skilled in persuasive, negotiation, and motivational communications, as well as communicating complex or technical information to diverse audience.
- Skills for reviewing data to reach adequate conclusions. Capacity to make effective recommendations for plans of action and assist with implementation. Resourcefulness in finding effective solutions or alternatives.
- Ability to address the protection of the privacy and security of personal/protected health information as defined in State and Federal law.
- Understand the diverse nature of the populations and individuals served and capacity to reflect inclusiveness in our behavior, communications, and in the programs and processes developed.

Job Scope:
Level of Supervision Received:
Minimum to average supervision following initial training depending on the specific duties, as determined by the supervisor. Typically receives individual or group supervision twice per month. Higher or closer supervision during training or special projects as determined by the supervisor. Work is verified through a combination of reports and assessment of outcomes.
Level of Supervisory Responsibilities:
This position is not supervisory in nature but may be assigned to a leadership role for special projects, meetings, or assignments.
Contact/Communication with others:
Extensive oral and written contacts and communications of formal and informal levels. This includes phone, email, correspondence, reports, and face-to-face. Extensive external contacts with diverse levels of complexity such as providers, advocacy groups, public service officials and staff, community partners and mental health professionals, etc. Interactions are typically comprised of explanations of the services available, addressing provider concerns, describing quality, profiling processes, and developing provider arrangements for service. Negotiation, persuasion, and the ability to communicate complex and technical information are essential. Internal contacts are frequent with members of the Great Rivers BH-ASO Team, as well as with other clinical units and providers during collaborative efforts. May have contacts with members of the public, recipients of services, or their representatives.
Decision Making Capacities:
Limited decision-making capacities within the duties and procedures of the job and organization. Consult with the Clinical Director or Chief Executive Director on complicated or out of scope situations.
Working Conditions:
- Physical ability to use office equipment. Sit/stand at a workstation for long periods of time.
- Extended exposure to work using the computers and staring at monitors.
- May require work hours in excess of eight (8) hours per day or five (5) days per week.
- Regular travel for work activities, trainings, seminars, or representing the organization at meetings. Travel may include travel/commute within our service region and out-of-town travel.
- Follow and comply with Great Rivers BH-ASO policies and procedures, as well as organizational and unit goals and objectives. All positions at the BH-ASO require the protection of the privacy and security of personal/protected health information as defined in state and federal law.
- Perform duties while managing multiple priorities and the ability to deal with interruptions and challenging situations.
- Care Managers may work in county or other offices located near high-risk individuals to promote access to care coordination.
