Under the general direction of the Assessing Services Residential Manager, performs supervisory duties over the Residential Appraisers including work assignments, training, and performance reviews; performs complex and technical appraisals; negotiates resolutions of appeals with property owners, representatives and attorneys; responds to difficult questions or concerns; provides excellent customer service; performs related duties as assigned. The residential section is also responsible for the valuation and classification of residential (3 or less units) and agricultural properties in the Dakota County.
- Four years of post-secondary education or training
- Three years of experience in appraisal and/or assessment of real and personal property.
- Or, an equivalent combination of education and experience to total 7 years.
- Licensed Accredited Minnesota Assessor (AMA) by the MN Department of Commerce; must achieve Senior Accredited Minnesota Assessor (SAMA) within 12 months of hire.
- Valid Driver's License
PREFERRED QUALIFICATIONS
- Bachelor's Degree in Real Estate, or related field
- Senior Accredited MN Assessor (SAMA) license Or assessment designation from the IAAO (CAE, AAS, RES) Or appraisal designation from the Appraisal Institute (MAI, SRPA, SRA, RM)

1. Supervises Residential Appraisers including providing performance reviews, selection of new hires, disciplinary actions, training, and monitoring work schedules
2. Coordinates assignments and provides work direction to Residential Appraisers including reviewing work for quality, productivity and uniformity; ensures timely completion of work assignments
3. Responsible for appraising the higher valued residential properties within the County
4. Assist Residential Manager with reviewing the quality of assessment by overseeing residential and agricultural sales verifications, e-CRV submissions and developing ratio-studies
5. Prepare material and provides training for residential appraisers. Advises and coaches Residential Appraisers on the appropriate application of appraisal/assessing techniques, use and application of computer assisted mass appraisal (CAMA) models and office procedures
6. Responsible for the litigation of residential and agricultural court petitions. Handle all aspects of property tax petitions and appeals including: negotiating fair settlements with tax attorneys, preparing highly technical narrative appraisals and defending values through expert witness testimony in Minnesota State Tax Court
7. Make recommendations for CAMA value adjustments to all related tables, models, base rates, neighborhood factors and other assessment criteria to ensure a good quality assessment
8. Responds rapidly to new tax legislation, interprets and directs implementation of legislative or Department of Revenue directives; reviews work of residential appraisers to ensure compliance
9. Recommend changes to department procedures and prepare updates to the Residential Appraisal Manual
10. Supervise staff during open book review period; represent County Assessor at Board of Equalization meetings and meets with local elected officials on appraisal related matters
11. Recommend and develop enhancements to CAMA system and train staff in the use of any new procedures
12. Investigates and reviews requests for reduction of valuation; makes recommendation to County Assessor regarding abatements and classification changes. Takes appropriate course of action.
- Comprehensive knowledge of appraisal methodologies, and ability to apply and interpret all three approaches to estimating market value (market, cost and income)
- Comprehensive knowledge of Minnesota property tax laws
- Demonstrated ability and desire to expand knowledge of the assessment and appraisal process, and assessment administration
- Ability to explain the appraisal process and relevant property tax statutes to customers
Technical Skills and Analytical Thinking
- Ability to implement appraisal techniques with mass appraisal modeling to establish annual market valuations of all residential and agricultural properties throughout Dakota County
- Knowledge of the statistical methodologies involved in mass appraisal of residential properties, as well as the State mandated guidelines monitoring our overall level of assessment
- Possess high technical knowledge and skills of implementation associated with all appraisal methods including, but not limited to, the market, cost and income approaches
- Technical knowledge and training, including testing, certification and licensure mandated by Minnesota State Law and administered by the State Board of assessors
- Ability to apply complex problem solving techniques in response to customer disputes and tax issues
- Considerable knowledge of real estate terminology and instruments of transfer
- Considerable knowledge of the principles of building construction and costs
- Considerable skill and knowledge of computer spreadsheet software
- Knowledge of advanced math principles and statistical analysis and the ability to read and diagram real estate descriptions, plat drawings, maps, blueprints, contracts and mortgages
- Knowledge in the use of computer aided mass appraisal (CAMA) systems and the Electronic Certificate of Real Estate (eCRV) system
Communication/Interpersonal Relations
- Provide excellent customer service in a friendly, prompt and knowledgeable manner using effective communication skills, both written and oral
- Ability to write concise reports and correspondence, maintain records and speak effectively in public
- Ability to work effectively with other county departments, attorneys, local officials and other assessor's offices relating to the assessment and classification of various types of property
Leadership and Administrative
- Ability to coach and mentor Residential Appraisers, conduct performance reviews, manage and direct work assignments and participate in new staff training
- Ability to make independent, quality decisions to resolve issues
- Ability to adjust work priorities, organize work, set goals and meet deadlines
- Ability to detect problems or discrepancies in work performed by others and constructively correct such errors
- Ability to work unsupervised and independently
WORK ENVIRONMENT: Work is performed in a hybrid model with work performed via a combination of telework, within a county office building, and some field inspections of properties. Lifting requirement of up to 20 pounds on an occasional basis. Exposure to hazardous physical conditions such as mechanical parts, electrical currents, and vibration; atmospheric conditions such as fumes, odors, dusts, gases and poor ventilation; extreme temperatures, inadequate lighting, and intense noise may occur on the job. Must have the physical ability to work outside in all weather and inspect properties. Equipment used may include, but is not limited to, computer, tablet, printer, telephone, calculator, copy and fax machines, CAMA Appraisal System, tape measure, digital camera, letters, brochures, and spreadsheet programs.
LOCATION AND SCHEDULE: Work is performed in a hybrid model with work performed via a combination of telework, within a County office building, and field inspections of properties. Work is generally preformed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m., however some flexible scheduling is available with manager approval.
