Animal Control Officer Recruit: $17.3829 - $21.1290 /hr.

DEFINITION

Under direct or general supervision, enforces state and local laws, codes, and ordinances regarding stray, dangerous, nuisance, and improperly kept domestic, wild, livestock, and exotic animals; investigates complaints and patrols assigned areas; ensures public safety by capturing and caring for animals; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direct or general supervision from the Supervising Animal Control Officer. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Animal Control Officer Recruit: This is the entry-level class in the series. Incumbents initially are given detailed supervision in learning the techniques of animal control and protection work. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level are learning to perform most of the duties required of the positions at the I level, but are not expected to function at the same skill level and exercise little independent discretion and judgment in matters related to work procedures and methods. Work is closely supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Incumbents in this position promote to a Level I upon successful completion of the training program which is no more than six (6) months in duration.

Animal Control Officer I: This is the mid-level class in the series. Incumbents initially are given detailed supervision only on new or very complex techniques of animal control and protection work. Assignments are more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Animal Control Officer II: This is the fully-qualified level class in this series. Incumbents have increased responsibility and latitude when performing the full range of assigned duties including ensuring compliance with local and state laws, codes, and ordinances with limited peace officer authority and performing field patrol, investigation, and quarantine of animals. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Supervising Animal Control Officer in that the latter is the full supervisory-level class in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff.

Positions in the Animal Control Officer class series are flexibly staffed and positions at the I level are normally filled by advancement from the Recruit level after completing the prescribed training program, positions at the II level are normally filled by advancement from the I level requiring two (2) additional years of experience and after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, the employee is required
to have three (3) years of prior related experience that allows the employee to meet the qualification standards for the II level.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Animal Control Officer Recruit/I/II: Equivalent to the completion of twelfth (12th) grade. Additional coursework or training in animal health and behavior, veterinary medicine, and/or animal control is desirable.

Animal Control Officer Recruit: No experience.

Animal Control Officer I: One (1) year of experience in the enforcement and communication of animal control laws, codes, and ordinances and the humane care and handling of animals or successful completion of the 6-month training program at Tuolumne County Animal Control.

Animal Control Officer II: Three (3) years of experience in the enforcement and communication of animal control laws, codes, and ordinances and the humane care and handling of animals, or two (2) years of experience as an Animal Control Officer I with Tuolumne County.

Licenses and Certificates (Both Levels I & II)

Animal Control Officer Recruit/I/II:

Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.

Animal Control Officer I:

Ability to obtain a euthanasia certificate within six (6) months of employment.

Ability to obtain certification of training in powers of arrest and search and seizure procedures per California Penal Code Section 832 within six (6) months of employment.

Animal Control Officer II:

Possession of a euthanasia certificate.

Possession of a valid certificate of training in powers of arrest and search and seizure procedures per California Penal Code Section 832.
