THIS POSITION IS ELIGIBLE FOR APPOINTMENT AT STEP 1, $86,091.20 ANNUALLY. COUNTY EMPLOYEES ARE SUBJECT TO THE COUNTY PROMOTION RULE FOR STEP PLACEMENT IN ACCORDANCE WITH COMP ORD 1.3.5.
The San Diego County Air Pollution Control District is currently accepting applications for Air Pollution Control Civil Actions Investigator, to fill an immediate vacancy in APCD's Compliance Division, and to establish an eligible list for a period of six (6) months. The selected candidate for this position will be assigned to the Kearny Mesa/Scripps Ranch area of San Diego (10124 Old Grove Road, San Diego, 92131). Air Pollution Control Civil Actions Investigators are responsible for reviewing, researching, and settling violations of San Diego County Air Pollution Control District (APCD) rules, the California Health and Safety Code, other State of California regulations, and delegated Federal requirements. Air Pollution Control Civil Action Investigators are also responsible for drafting and presenting the District's position during sessions of the San Diego County Air Pollution Control District Hearing Board and Small Claims Court.
HIRING TIMELINES & DATES:
Air Pollution Control Civil Actions Investigators are responsible for reviewing, researching, and settling violations of San Diego County Air Pollution Control District (APCD) rules, the California Health and Safety Code, other State of California regulations, and delegated Federal requirements. Air Pollution Control Civil Action Investigators are also responsible for drafting and presenting the District's position during sessions of the San Diego County Air Pollution Control District Hearing Board and Small Claims Court.
- Job Offer and Background Process begins the week of July 5, 2023. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.
REQUIRED EDUCATION AND EXPERIENCE:
Education, training, and/or experience that demonstrate possession of the knowledge, skills and abilities listed above. Qualifying education/experience:
A bachelor's degree from an accredited U.S. college or university, or a certified foreign equivalency in chemistry, physics, engineering, environmental health, environmental science, biology, or closely related scientific field; AND; two (2) years of professional journey level regulatory experience in an air pollution, air quality, or closely related entity; OR- A masters degree from an accredited U.S. college or university, or a certified foreign equivalency in the fields listed in #1 above; AND; one (1) year of professional journey level regulatory experience in an air pollution, air quality, or closely related entity.

CONDITION OF EMPLOYMENT:
As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Current County employees may be excluded from this process.
The names of qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information provided on the employment and supplemental applications.
