Summary: The Advisor for Public Health Infrastructure will provide subject matter expertise and project execution for ASTHO’s Performance Improvement department, which leads capacity building and technical support for state and territorial health agencies in the areas of improvement, assessment and planning, public health finance, and coordinates internally to address workforce development.

Location: Remote

Anticipated salary: $90,000 Extended experience: up to $107,500 if experience exceeds expectations

Principal Functions:

  • Collaborates with directors to develop and deliver evidence-based and innovative public health infrastructure capacity building and technical assistance with a substantial focus on island support.

  • Serves as a subject matter expert and project lead in public health infrastructure, performance improvement, assessment and planning, public health finance, and workforce.

  • Advises and executes key projects for the Performance Improvement department.

  • Serves as project or task lead on project teams, ensuring project deliverables are on time and meeting quality standards.

  • Responsible for short- and long-term project tasks and is accountable for meeting grant, cooperative agreement, and contract deliverables.

  • Ability to provide customized technical assistance and guidance to health agencies in a variety of settings.

  • Leads strategies and processes to support ASTHO’s strategic and operations plan.

  • Assists with developing grant proposals, cooperative agreements, budgets, project work plans, progress reports, meeting abstracts, background papers, and other reports.

  • Leads and/or assists directors with the provision of expert facilitation and coaching to project teams.

  • Collaborates with directors to stay abreast of developments in priority areas to identify new partnerships and opportunities for expansion.

  • Evaluates strategies and programs to measure the achievement of established goals.

  • Ability to work in a virtual setting and adapt to changing environments.

  • Ability to participate in calls after regular business hours with project participants in the U.S. Affiliated Pacific Islands.

  • Ability to travel up to 15% of the time.

  • Performs other duties as assigned.

Qualifications:

  • Bachelor’s degree, Master’s Degree in public health, health policy, organization development, or related field preferred.

  • 5+ years of relevant experience.

  • Experience in governmental grants management, accounting, budgeting, contract management, human resources and/or procurement, preferred.

  • Performance improvement, project management, and assessment and evaluation knowledge preferred.

  • Able to operate in a matrixed reporting structure, collaborating regularly with directors in the Performance Improvement department whose projects and state and territory interests intersect.

  • Possess a high degree of communication skills and can clearly convey timely information that may impact project success.

  • Excellent interpersonal skills
