DESCRIPTION OF WORK

The Administrative Officer 3, with the Department of Human Services (DHS) under the Office of Administration (OA), under the authority of the Administrator, Bureau of Contracts and Compliance (BCC), is responsible for the day-to-day management of the contracting processes utilized by the Department of Human Services for the following offices; Office of Children, Youth and Families; Office of Behavioral Health; Office of Developmental Supports; Office of Analytics, Technology and Planning (ATP); Executive; Office of Equity and Engagement; Office of Administration; Office of Community Services (OCS) and the Area Agency on Aging (AAA). The incumbent supervises the DHS Contracts Division consisting of Contract Supervisors and clerical staff.

The incumbent will ensure that service providers are contractually in compliance with required elements; Maintains evidence of insurance coverage for general liability, professional, automobile liabilities, workers’ compensation and fidelity bond insurance for all DHS contracts is current; Participates in the annual development of contract allocations to prepare for renewals and works collaboratively with technology and database management teams to progressively automate as many aspects of the contractual procedures as possible; including, but not limited to data elements, reports and document workflow in the Master Provider Enterprise Repository (MPER) and Action Tracker.

Additionally, the Administrative Officer 3 coordinates the negotiation of changes in contract terms and conditions with providers/vendors with the assistance of the County Law Department and Bureau Administrator. Assists in the development of user manuals or documentation for new or enhanced software applications such as MPER, Action Tracker, OnBase and JDE. Performs special projects as requested by the Administrator, Bureau of Contracts and Compliance, Assistant Deputy Director, or the Deputy Director, Office of Administration.

Work Schedule and Additional Information:


  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 60-minute lunch.
    • Scheduled hours can vary depending on the needs of the regional office.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Receipt of a Covid-19 vaccination: You must provide proof of a Covid-19 vaccination. You will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. If you do not receive and provide proof of the second shot within 30 days your probationary employment will be terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Fours years of experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in personnel management, budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university, or
  • Any equivalent combination of experience and training.
