The Administrative Clerk for the City of Portsmouth's Tax Office requires taking considerable initiative and exercising independent judgment and a detailed understanding of and ability to carry out the administrative processes implemented by the tax and revenue collection office by performing highly responsible and complex clerical and administrative work. Relieves managers and/or administrative professionals from administering the details of matters handled by the department or office. The work involves cash receipting, clerical and administrative office duties of significant difficulty including independently maintaining a variety of tasks and records related to the City"s motor vehicle registration and revenue collection, producing quality customer correspondence and other routine documents. The work involves recurring contact with customers, other employees, officials and agencies.
Notary public application costs are paid for by the City for the incumbent to become a New Hampshire Notary Public. New Hampshire law currently requires Notary commission applicants to be residents of the state and does not allow residents from other states who are employed in New Hampshire to obtain a commission (RSA 455:2).

The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. Collects, receives, examines, verifies as to proper form and content, processes, records, posts and reconciles as appropriate all payment types, current and outstanding, to the City e.g., property taxes, motor vehicle registrations, parking violations, water and sewer revenues, interest and penalties. Prepares duplicate bills and issues receipts as needed.

Provides a variety of clerical and administrative support to the Revenue Administrator related to the administration of the City"s motor vehicle title and registration program, tax and revenue collection, and online bill payment program.

Prepares and produces complex correspondence, reports, reconciliations and other documents.

Answers telephone and in-person inquiries, service requests, complaints and correspondence from customers in a helpful, courteous and efficient manner. As appropriate, timely forwards non-tax office information requests to the appropriate City department for response.

Processes all motor vehicle returned mail for Tax Office and re-mails to Portsmouth residents" new addresses; notes non-residency issues, etc.

Retrieves and ensures the Tax Office voicemail is forwarded in a timely manner to appropriate staff for response.

Opens and distributes departmental mail.

Performs related work as required, as well as other duties as may be assigned from time to time, by the supervisor.
Qualifications
MINIMUM REQUIRED QUALIFICATIONS - An applicant for this position must have graduated from high school, or earned a graduate equivalent diploma (GED), and received additional training in business subjects and training. Applicant must have cash receipting experience and working knowledge of computer systems and software. Four or more years of progressively responsible clerical experience is required or an equivalent combination of training and experience.
Applicant will be required to complete various tax collector related trainings as set forth above.
