We are seeking an Acquisition SME to support an Identity, Credential, and Access Management (ICAM) Program. This position is fully remote with our client in Washington, DC.

RESPONSIBILITIES INCLUDE:

  • Provide a range of professional support services related to Department of Homeland Security (DHS) acquisition management.
  • Provide advice, recommendations, and document development support for acquisition programs at all stages of the DHS Acquisition Lifecycle Framework (ALF).
  • Assist acquisition programs in complying with the requirements of DHS Directive 102-01 Acquisition Management and accompanying Acquisition Management Instruction.
  • Develop strategies for navigating the acquisition lifecycle requirements in order to accelerate timelines to deliver capabilities to the field.
  • Assist in development of program plans and acquisition documents leading to the establishment of Programs of Record.
    • Cost Estimates
    • System Engineering Plan
    • Capability Development Plans (CDP)
    • Alternatives Analysis/ Analysis of Alternatives
    • Reporting of Actual Performance against Current Baseline
    • Operational Test Department Report of Operational Test and Evaluation (OT&E) Results
    • Acquisition Program Baseline
  • Preparation of project documentation for systems development efforts; Evaluate acquisition strategies and plans, and advise Government personnel on development of artifacts required to execute acquisition programs.
  • Review and understand program requirements during development of acquisition program documentation and other artifacts.
  • Provide input to assist the development and maintenance of Integrated Master Schedules (IMS).
  • Assist development of acquisition program status reports and briefs for Government stakeholders and oversight organizations.
  • Meet and interact with Government personnel and client representatives in accordance with the terms and conditions of the task order.
  • Ensure submission of task order deliverables in accordance with the contract with the ability to read and interpret federal acquisition policy, regulations, and directives and to apply those interpretations fully and legally to required deliverables.
  • Provide clear leadership and guidance to task order personnel; communicate effectively, both orally and in writing, with task order personnel and senior management.
