The job of Accounting Supervisor is done for the purpose/s of overseeing program support and contracting functions; analyzing and coordinating fiscal data; developing and implementing business model and internal control processes; collaborating with program leadership and staff to: compile financial reports; monitor budget activity, and maintain risk and opportunity registers; responding to inquiries related to policies, procedures, and practices with a strong emphasis on compliance with state and federal regulations.

Essential Functions

Analyzes a wide variety of fiscal sources (e.g. budgets, expenditure transactions, claims and revenue billing, etc.) for the purpose of projecting the financial condition of individual programs and communicating trends, indicators, and needs to agency leaders.

Collaborates with a variety of groups and individuals for the purpose of making recommendations, maintaining ongoing risk and opportunity registers, providing training, and ensuring compliance with applicable policies, procedures, and legal requirements pertaining to contracting.

Develops, reviews, and edits policies, procedures, processes and supporting documents for assigned activities for the purpose of improving financial reporting and ensuring compliance with state and federal regulations.

Informs agency personnel on a variety of information (e.g. contracting policies and procedures, grant administration policies, systems, and documentation, etc.) for the purpose of providing necessary information.

Maintains a variety of confidential fiscal information, files, and records for the purpose of providing an up- to-date reference resource.

Participates in a variety of meetings and committees for the purpose of sharing and conveying information required to perform functions.

Prepares a variety of documents, reports, and files (e.g. fiscal portfolios, budget development, cost models, etc.) for the purpose of providing written support and conveying information to appropriate parties.

Researches and estimates program level financial impacts related to changes in personnel, funding requirements, regulations, etc. (e.g. discrepancies of financial information, changes in federal regulations, etc.) for the purpose of providing written support and conveying information to appropriate parties.

Responds to inquiries on a variety of topics (e.g. purchasing, contracts, policies and procedures, etc.) for the purpose of evaluating the situation and taking appropriate action to support agency programs on a daily basis.

Supervises assigned staff (e.g. hiring and termination recommendations, scheduling, coordinating activities, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.

Other Functions

Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including pertinent software applications; problem-solving; robust collaboration; planning and managing projects; and preparing and maintaining accurate records.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: deep financial acumen and knowledge of pertinent policies, regulations, and laws.

ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: providing high level guidance on compliance issues as well as key financial and operational best practices; attending to detail; meeting deadlines and schedules; working under time constraints; communicating with diverse groups; working as part of a team; maintaining confidentiality; maintaining professionalism under pressure; and maintaining accuracy in communications and work product; and creating and maintaining positive interpersonal relationships.

Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a small work unit; monitoring budget expenditures. Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 0% sitting, 0% walking, and 0% standing. The job is performed in a generally hazard free environment and in a clean atmosphere.

Experience: Job related experience with increasing levels of responsibility is required.

Education: High school diploma or equivalent.

Equivalency: AA degree preferred, though may be waived in lieu of any combination of education and experience that provides the required knowledge, skill, and abilities of the position.
